RDSO: Integrated Passenger Information System Vendor Approval Controversy and the Inconclusive High-Profile Vendors’ Meeting

The vendor approval for the Integrated Passenger Information System (#IPIS) and the alleged controversies surrounding it have recently become a major talking point in the corridors of Indian Railways. This entire sequence of events and favouritism has raised serious questions regarding the functioning of #RDSO and the Telecom Directorate. In this context, several media reports by #Railwhispers and a video by #RailVisionTV have recently surfaced, peeling back the layers of this entire administrative and technical mess.

On Monday, November 1, a meeting was convened by the ED/Tele (Executive Director/Telecommunication) of RDSO. This meeting invited not only the non-approved vendors but all the vendors associated with this system. According to reliable sources, approximately 19 firms (vendors) participated in the meeting, including the 8 firms that had already received approval. Only three vendors were absent from the meeting.

Sources also revealed that following the reports and exposed manipulations in the media regarding the controversial IPIS vendor approval, the PED/Tele (Principal Executive Director/Telecommunication) was initially completely unwilling to attend the meeting. However, the ED/Tele later persuaded him to attend for a brief period by invoking his position and reputation. He was convinced to join the vendors meet out of courtesy for a formal cup of tea at the beginning, kick off the meeting, and then leave under the pretext of other urgent work. Nonetheless, his uncomfortable and helpless situation could not be hidden from any of the vendors present there.

It is reported that after the PED/Tele left the meeting, the ED/Tele expressed strong displeasure over the matters regarding vendor approval that had appeared in the media. He vented his frustration particularly toward those vendors who were not present in the meeting. Additionally, he expressed hope that whatever discussions took place in today’s meeting would not reach the media.

An interesting incident also occurred during the meeting: while owners of most of the firms were personally present, one firm sent its director as a representative. This representative was barred from entering the meeting by the ED/Tele on the grounds that owners of other firms might object.

It is understood that during the meeting, the ED/Tele attempted to clarify that he had not discriminated or shown partiality toward any firm, yet he was being targeted unnecessarily.

However, according to the owner of one of the firms, his facial expressions and body language did not support his statements at all. That firm owner explicitly alleged that the ED/Tele himself is the focal point of the so-called “cartel” of these eight firms. However, he now reportedly regrets rushing a bit in framing specifications and granting approvals.

Furthermore, it has come to light that among the eight approved firms—meaning the ones forming the cartel—almost all of them received prototype manufacturing and every kind of technical assistance from a single company, and all of this transpired precisely according to the instructions of the ED/Tele.

The vendors believe that this arbitrary behavior and cartelization scheme of the ED/Tele is far from over, as they claim his reach extends to the very top, with a “share” going all the way up to AM/Tele and Member Infrastructure. Consequently, this entire controversy and the associated administrative friction are likely to continue making news in the media for some more days.
