Prolonged Vigilance Tenures in Indian Railways: Unrestrained Impunity

We have repeatedly raised the issue of extreme extended tenures and multiple tenures in vigilance by officers. It appears that these officers are from ‘Vigilance Cadre’. Case of “vigilance trimurti” is case in point. #RKRai had spent almost entire career in administrative and vigilance-hardly working in electrical field for which he was recruited by UPSC.

The same applies to #AshokKumar who has spent multiple and extended tenure in vigilance. Both these officers bear blame of running down career of several senior officers. Vande Bharat vigilance case traces to them. They also influenced posting of officers like DyCVO of BLW—sensitive position at PM’s constituency.

Despite having multiple complaints against him when he was SrDEE/General in NCR, he is doing second tenure as DyCVO—first in NCR and now in BLW. His posting as DyCVO/Elect./BLW was done by bypassing the General Manager, BLW. This officer is not alone-several such compromised postings have happened with impunity. The case of CVO of RDSO was raised by the #Railwhispers and when this was revealed, he had to be removed and later took VRS.

Continuing with this trend a particular case has now been shared by a whistle blower which we reproduce now:

A particular case of prolonged postings in sensitive #Vigilance roles within Indian Railways. The case pertains to #RajendraKumarSoni (#IRSS, 1994 batch), who has held multiple key vigilance positions over an extended period:

  • Dy CVO, Central Railway (2010–2015) – 5 years.
  • CVO (S&M), North Western Railway (2019–2024) – 5 years, this was during the tenure of current #CRB who was the then SDGM, NWR.
  • Executive Director (RS(P)), Railway Board (2024–2025) – ~1 year 7 months, again a critical posting.
  • CVO, RailTel (additional charge, 2025) – ~3 months.
  • Currently serving as Executive Director Vigilance (Stores), Railway Board (since October 2025).
  • Also holding additional charge of CVO, NHSRCL.
  • Now he has assigned additional charge of PED (Vigilance), Railway Board, order attached.

In total, he has spent over 12 years in vigilance-related roles, many of which are considered highly sensitive.

Such an extended tenure in vigilance positions raises important questions about transparency, administrative norms, and fairness in postings. All posting details mentioned above have been verified. Mr. Rail Minister kindly look into the matter seriously with some ethics.
