A big fraud by Railways Board

Reference (ii) above, Cadre restructuring orders itself say that the scheme of grant of ad-hoc promotion of Group ‘B’ officer to Senior Scale posts was advised to be discontinued beyond 31.12.2019.
  1. Sidelining the above #DOPT instructions of discontinuation of ad-hoc promotion to Senior Time Scale
  2. Today, Hon’ble MR & CRB holding VC on safety, what benefit Railways will get in safety and operational aspects by promoting junior scale officers to ad-hoc Senior time scale?
  3. Whether this decision to bypass DOPT guidelines was taken under pressure from any labour unions/federations?
  4. Whether unions of Railways are more powerful than Union government?
  5. Whether it is a powerful tool in the hand of PHODs to spread favouritism?
  6. Whether financial benefits are also involved in this ad-hoc promotion scheme what will happen when the promoted JS is reverted back?
  7. Whether money will be recovered? Railway board letter is silent on this.
  8. Whether this is need based or greed based decision? GMs has been given power to assign senior scale duties to junior scale officers, why such letter was issued by railway board to empower corrupt PHODs to spread more corruption?
  9. Another financial fraud is going on in Railways. Work charged posts are being continued in blatant violation of DOPT instructions. Extension of work charged posts has to be approved by Ministry of Finance but it is continued in Railways without any authority causing heavy financial loss to the public exchequer.
DoPT rejected the Ad-hoc promotion proposal. After being categorically and clearly denied, even though railway board issued letter, the officer who had approved above letter dated 27.01.2026 should be sacked immediately.

PMO & DOPT should urgently look in to this aspect?
