The Research Designs and Standards Organisation (#RDSO), the technical custodian of these specifications, has been virtually sidelined. Once responsible for ensuring adherence to safety and performance standards, RDSO has now been reduced to a silent spectator—reportedly instructed not to interfere and asked to remain on the back bench. Officials within the organization are said to be deeply demoralized by the open defiance of laid-down procedures and the erosion of their functional authority.

The specifications clearly mandate submission of valid #MTBF (Mean Time Between Failures) test certificates from government-accredited labs like #CFR Chennai, and #BIS certification for power supply units at the time of #Tender opening. Yet, several bidders have merely asserted “compliance” without any documentary proof. In some cases, incomplete, outdated, or even forged certificates have been submitted and quietly accepted. Such acts not only violate the basic tenets of transparency and fairness but also undermine the credibility of the tendering process.
Insiders allege that this selective leniency is not an administrative oversight but a calculated move to benefit a few preferred firms. Despite repeated red flags raised by technical experts and internal correspondences highlighting the legal and procedural lapses, the #RailwayBoard has chosen to remain unmoved. By allowing technically ineligible firms to stay in contention, the authorities have effectively legitimized non-compliance and compromised passenger safety.
