ट्रेन ऑपरेशन को लेकर रनिंग स्टाफ में विवाद: रेलवे बोर्ड जिम्मेदार !

एक बार फिर आगरा में नई ट्रेन की रनिंग को लेकर विवाद हो गया। जब भी कोई नई ट्रेन चलती है, #रनिंग स्टाफ आपस में झगड़ा करता है। प्रश्न यह है कि कौन सी ट्रेन—किस लॉबी का स्टाफ चलाएगा—क्या यह #यूनियन वाले तय करेंगे? संबंधित रेल अधिकारी स्पष्ट आदेश क्यों नहीं निकालते? आगरा में पहले भी इसी तरह का विवाद हो चुका है।

Retired senior #IRTS officer Shri #IndraGhosh says, “As #COM, @RailwayNorthern, I had issued a #Policy decision as to how and on what basis, newly introduced #trains should be #allocated to different divisions, for being manned by the #Running Staff.

It was very scientific and based on exact calculation of Train Kms. vis-a-vis Guard/Driver Kms. division wise.

Once it was issued, both #Unions accepted it because there was no #subjectivity in it, and everything was based on pure calculation.

Subsequently, I had written to #RailwayBoard to reissue the same circular as a #policy_directive for Pan-India basis, but in #Board nobody wanted to bell the cat. Everyone preferred that the existing confusion should continue”.

Retired senior #IRTS officer Shri #ManojSeth says, “I had issued instruction that ratio of #Freight trains Kilometer and #Coaching trains Kilometer had to be same between adjacent division within zonal railway as well as inter zonal trains, this was accepted by recognized unions, trains passing small stretch of zonal railway like Mathura-Palwal (NCR) between kota- Nizamuddin/New Delhi or Jhansi-Nizamuddin/New Delhi was compensated by providing freight trains and coaching trains running between Nizamuddin/New Delhi to Kota side. There was some resistant by crew/ guards of Agra division of NCR to take only coaching trains and not freight trains / Special coaching trains but it was mutually solved between CPTM/PCOM of WCR and NR—only then notification was issued for coaching trains. This resulted very few problem subsequently”.

“Written a letter to Railway Board to issue order Pan-India but Board never issued order due to Union/Federation pressure as well as Railway Minister himself. Board informally informed us to resolve problem mutually between Zonal Railways. Sad state of affairs. Issue is still not resolved”, he said.

An other senior officer said, “When #Train is notified it is clear which #crew will operate it. The wrinkles should be sorted then, not like this. Repeated occurrences put #NCR in poor light.

Current #CRB has been #GM of #NCR. If crew booked by due process has been detrained, then this has been illegal operation of train. It is no longer case of any balancing-this needs to be dealt firmly.

Acquiescence to such #rogue_elements and their #dadagiri has led to such a repeat. Such #unsafe operation just cannot be permitted and cannot be condoned. Barging in to cabin, forcing change of crew and permitting train to operate makes senior management culpable”.
