RSC: How can we ever forget and forgive this betrayal?

Railway Staff College (#RSC) is no more

Like a #Nirbhaya, at hands of brutes who came in suits and fancy sarees, its #dignity was stripped in slow motion.

It was first stripped of its #courses, then went the #DirectorGeneral’s office, Director General’s #residence, the #faculty was slowly forced out, now the last of staff also has been sent away, with it not even the #name-board remains.

The tale of #betrayal, petty minded land grab will not let thousands of those who serve and who served illustriously rest-in-peace—this betrayal cannot be forgiven. No one was against someone getting a university—there are hundreds which dot the country, but there was only one #RailwayStaffCollege. And now it has been extinguished.

How can this betrayal ever be forgotten and forgiven?

To quote from the official website which still remains:

“The #academy was founded in 1930 at #Dehradun and then shifted to its present regal sylvan surroundings at #Vadodara—in 1952. It is housed in the Pratap Vilas Palace (built in 1914 AD) surrounded by lush green lawns and designed by #CFStevens in the renaissance style. The property comprising of 55 acres of garden and wooded land—enlivened by the calls of peacocks and migratory birds—was purchased from the #Gaikwads (erstwhile rulers) of Vadodara.”

A senior railway officer reached out-he was very emotional and angry.

He said that officers who had reported to #RSC in 1930s have long since retired and left the world. All without exception who lead #IndianRailways (IR) today are its alumnus. There is no officer as yet on IR who has not been to RSC. This contributed to the legacy and pride in the service. If Staff Colleges do not carry any legacy, how can culture of not abandoning the post come what may be taken—it is weight of #tradition that influences decision makers and nudge them to take tough decisions.

If these #institutions do not have any value, then why not contact a tent house and run courses, why so much of investment on #CTIs by #DoPT and other ministries? Why do you need #NDA, #IMA, #NPA, #LBSNAA, #NADT and so on?

The swept-under-the-rug scam they did not tell the PM about

Do you know what is the bigger #fraud? PM sahab, several hundred crores of rupees are now being invested to create afresh capacity to handle the training load to overcome the loss of #capacity due to shutdown of #RSC (also known as National Academy of Indian Railways (#NAIR).

Please call for investments at #Nasik for #IRSS and #Lucknow for #IRITM for foundation and induction courses. To portray a service #CTI as a Staff College is against Hon’ble PM’s siloless working. RSC was home to this vision of the Prime Minister. After the fracas of service reorganisation, OO 58, u-turns on Engineering Services Exam (#ESE), Hon’ble PM should have understood that he did not get truthful portrayal of what ails IR.

Had he been advised correctly, he would not have backed wrong horses as #chairmen, not agreed with abandoning of more than 5,000 working diesel locomotives, not agreed with abandoning non-ac classes, not agreed with abandoning general and sleeper class coaches without end of codle life, not backed mindless-fruitless investment in constructing false ceilings, facades, acres of concrete surfacing in name of station development—list is endless.

RSC was not abstract

This was the anchor of all those who served and delivered—served when an entire city was gassed, an entire city was flattened in an earthquake, when entire #government walked out of cities and states fearing enemy takeover.

If good officers could not be spotted—then it is the mistake of the government. #Railwhispers has relentlessly pointed out how the IR’s own Khan Market Gang (#KMG) pocketed the Railway Ministers. How #RailwayBoard‘s #Vigilance successfully ran #extortion rackets under this very government for long, ruining #careers of officers with spine. Correction did happen, but very late, when the damage was done. The poor quality of decisions, ruining lakhs of crores of rupees and failing to create the confidence which China today exhibits is a cross that will be borne by this government.

Those who killed Railway Staff College did not just did petty #land-grab, they #cheated their own parent—history will decide if this was #brahmahatya or #gauhatya. Would those who did this even get hell to rot in? Thousands of serving and retired railway officers doubt that. Those who took this illicit decision might have got extensions, might have got choice postings and promotions, might have forever stayed in one city, kept their palatial bungalows and flats even when posted elsewhere, they, their progeny would forever be cursed.
