When the DRMs have no extension and have fixed tenure then why ADRMs getting extensions and have no fixed tenure?

Editorial Comment: Lack of meaningful #Rotation has been identified by us as the Great Indian Railway Malady. Promoting and keeping officers at one location long time thereby giving extended stay at one city has been IR’s bane. Cancer of #AIDS & #KMG owes itself to this. Permitting #ADRMs as #CPMs, promoting Branch Officers as ADRMs, and extensions to them up to four years—is a disturbing trend, finding its roots in the lack of will to implement rotation. Promotion in to SAG, transfers in SAG in same division or same place deals death blow to the vitality of the divisional structure of Indian Railways. This was earlier a #disease which afflicted the Zones, but now #cancer has metastasised and spread to the divisions. The worry expressed by #PMO on poor #quality of work in #Station Development is justifiable-situation is desperate. Already, mixing up of #Construction and open line leading to Gati Shakti Units (#GSU) in divisions has led to poor #Safety of railway system. Lack of rotation has turbocharged #Corruption especially given the amount of money that has been pumped in by the central government. Why otherwise are progressive railways like Western and Southern Railway getting discussed for wrong reasons? It is not clear, how can #CRB forget basic reason of creating separate Construction organisation? His inability to merge station development in to construction has adversely affected safety and train operations at divisional level, and at the same time made station development an orphan activity to structural mixup. #DRMs change in two years, so how can divisional structure give leadership to projects which take longer? How was construction, RE, RVNL works done in past—were they working in vacuum? They also worked under zones and in close coordination with the divisions. Legitimisation of pick and choose of officers for GMs and Members by farcical #IRMS was done by the coterie that surrounded the Minister. While money was being pumped in, the leadership and structures of administration became tentative. As we alerted in past, Khan Market Gang (#KMG) has continued to be the nemesis of Railway Ministers.

If Mr. #AshwiniVaishnaw, Minister for Railways, wants to rediscover this, then that is his own choice.

Following is an input from East Central Railway (#ECR), which like many zones is confined to one state-

#RailwayBoard under influence of some senior officers, perpetuating corrupt practices started posting branch officers as #ADRM in the same #Division on promotion. It allowed these ADRMs to continue their biases towards contractors and fellow caste staff, but now at higher level.

Apart from rampant corruption an another very dangerous and disturbing trend on the basis of #caste lines is being observed as manifestation of this illegal practice of Railway Board. This is more or less prevalent everywhere specially in #ECRailway, but the same is at alarming level in #Dhanbad Division of ECR.

The genesis of the same started when the then Senior Divisional Engineer/coordination (#SrDEN/Co) was made Additional Divisional Railway Manager (#ADRM) at Dhanbad Division by some interest groups.

It reportedly served two purposes first they ensured their #share in #corruption of engineering and other infrastructure department and secondly with the help of this #Corrupt-ADRM they played their backward-forward caste game.

This ADRM formed a group of staff and officers who has strong #caste feelings and started using them to target honest officers belonging to other castes. It led rift among staff members and officers on caste lines which caused severe damage to Railways.

Many accidents involving staff and officers belonging to caste of the ADRM didn’t get reported and harsh punishment were awarded to staff belonging to other castes even for small mistakes.

Such developments can easily be verified by senior officials if they want to. Deteriorating of work culture is something that cannot otherwise be detected unless a big #scam hits the news papers headlines.

Commissions have become normal and routine in Indian Railways. The logic of “we are in new pension scheme” has corrupted whole legion of young officers.
The #corruption and #extortion by such entrenched officers—welded and wedded to one town is not discussed as no one in Railways is bothered about corruption nowadays.

It is new normal of Indian Railways. It is also heard that a particular caste lobby is trying hard for extension of that ADRM. When the DRMs have no extension and have fixed tenure then why ADRMs getting extensions and have no fixed tenure?

Presently ECR is infested by caste based corruption apart from caste based corruption now divide on the basis of caste lines will tear the very fabric of Indian Railways. It will have serious repercussions of safety of train operations. This trend needs to be arrested at the earliest.

The current leadership on the third floor of #RailBhawan shows little willingness to implement #rotation or address the unchecked growth of state-specific zones. At least they can contain the #cancer from spreading further in to divisions, something which still is at manageable level.

Can they please raise their eyes from their phones checking social media? There is a real crisis that is brewing and the third floor dwellers please note, this can not be dealt on social media.
