Kamal Kishore Sinha, who got his senior transferred and got himself posted in a very crucial post of IR—Ashish Agarwal now teaches UPSC recruited probationary officers—How to manipulate?
#Breaking: On 27th June, orders came to transfer a HAG/IRTS officer of #SERailway working in key post of PCOM and in his place post a NF-HAG officer. If this was not offensive, then consider this, the #PCSO of #SER was a HAG/IRTS officer! This led to furore in #IRTS cadre and we were flooded with very critical feedback on how allegedly #political and #caste considerations led to such a brazen action.
This feedback was base of our video report—which exposed these arbitrary orders. Soon after our report, today, i.e. on 30th June the faulty orders were corrected:

The important post of #PCOM of SER, a premier earning #Railway was atlast given to regular HAG-IRTS officer and the NF-HAG officer—#KamalKishorSinha—who was released as DRM/Dhanbad was posted as PCSO instead of operating key post of PCOM in NF-HAG.
This manipulation, where in a HAG officer was transferred prom post of PCOM/SER and NF-HAG officer was sought to be posted was done allegedly on caste considerations in which names of a senior politician and a senior officer of #MRCell having direct interest in #ECRailway have emerged.

Question is how can #RailwayBoard make such a serious #mistake with an important railway like South Eastern Railway ! This is something #PMO has to take note of.
While orders in #traffic are being talked about, one needs to see how an #IRSEE officer—#AshishAgarwal—who has a history of manipulations got posted at Indian Railway Institute of Traffic Management (IRITM) Lucknow.
After his tenure at #RDSO he was transferred to #SouthernRailway which he got changed to #ADRM of Izzatnagar Division of #NERailway, which he got cancelled and allegedly canvassed with sibling of then #CRB to be posted at #IRITM-Lucknow. When we broke the news, this was shelved—when this did not work out he proceeded on study leave.
This officer proceeded on study leave, claiming he is doing #LLB. It is surprising that this paid study leave was granted by RDSO from where he was already transferred.
This was objected by #Audit which enquired how LLB degree on paid leave was beneficial to RDSO. Further, audit report noted that college was offering classes from 7-9 am on working days and 10 am – 2 pm on sundays and holidays. One wonders if that was so, then why paid study leave was required?
Such part time LLB courses are not considered valid. This was conveyed by the MoS (Independent Charge) Arjun Ram Meghwal as answer to unstarred question in Rajya Sabha on 10 August, 2023.
While #AshishAgrawal was pursuing his invalid #LLB at full #government salary and not attending office, he used free time to again try to get posted at IRITM.
This time the CRB was his former family acquaintance, Mr. #SatishKumar—both were posted together at then DLW, Varanasi and lived in the same colony for several years developing close family level friendship.

CRB piloted and got him posted to IRITM. Soon after this order, he reported for duty and joined IRITM.
Questions that remain unanswered–
- How can an invalid LLB program be permitted by #IndianRailways?
- How can an officer complete LLB in just one year?
- How can RDSO overlook the fact that the college where admission was taken only offered morning classes before office timings—so what was the need of a paid leave?
- When Shri Ashish joined back from his ‘study leave’ how was he allowed without completing the course?
- Was Mr Ashish Agrawal able to influence decision making at RDSO because he was Executive Director for Administration?
- What action has been taken on wrongful grant of paid leave?
- Can an officer who already had been transferred to #NERailway be granted study leave from the organisation where he had completed the tenure?
- What action has been taken to permit an officer to join prematurely before completion of his course for which paid study leave was granted?
Sadly, when #CRB backs such #blacksheeps, who has courage to question! Like #KamalKishoreSinha, who got his senior transferred and got himself posted in a very crucial post of Indian Railways, Ashish Agarwal now teaches #UPSC recruited probationary officers—what would he teach them? How to manipulate?
