Cadre Merger Issue: Most of the officers are disagree with Government theory

PM Modi nominates HM Amit Shah head of six-member panel to decide Merger of eight Group ‘A’ Railway services

Prime Minister Narendra Modi has nominated a six-member panel to decide Merger of eight Group ‘A’ Railway Services. The six-member panel will be headed by the Home Minister Amit Shah. After nomination, the Modi Govt moved one step further after the cabinet approval for the same in December 2019.

The six-member panel for the merger of eight Group ‘A’ railways services will be headed by Amit Shah and the rest five members of the panel include Finance Minister Nirmala Sitharaman, Transport Minister Nitin Gadkari, Commerce and Railway Minister Piyush Goyal, Civil Aviation & Urban Development Minister Hardeep Puri and Shipping Minister Mansukh Mandaviya.

The panel will work out modalities for the unification of the services in consultation with the Department of Personnel and Training (DoPT). The panel will put a mechanism in place ensuring fairness to all service holders. !After the merger, eight Group ‘A’ Railway services will be called Indian Railway Management Service (IRMS).

Eight Group ‘A’ railway services that will be merged are Indian Railway Traffic Service (#IRTS), Indian Railways Accounts Service (#IRAS), Indian Railways Personnel Service (#IRPS), Indian Railway Service of Engineers (#IRSE), Indian Railway Stores Service (#IRSS), Indian Railway Service of Mechanical Engineers (#IRSME), Indian Railway Service of Electrical Engineers (#IRSEE) and Indian Railway Service of Signal Engineers (#IRSSE).

As per the notification of government, the merger of eight Group ‘A’ Indian Railway services will end departmentalism, promote smooth working culture and expedite decision making. But most of the officers are disagree with this govt thiarry.

As per sources, officers of three Civil Services – IRTS, IRPS & IRAS – once again written a detailed memorandum to HM Amit Shah, the head of six members committee with copy to each member and objected the merger.

They requested that the entire matter be examined with a meeting of all Railway Service cadre officers, specially Civil Officers be called and should be given a fair chance to express their views, before any final decision is taken.

With all the services having very highly specialised roles, working specialization and varying eligibility criteria. It remains to be seen how the government will actually implement the merger!
