Allegations of Corruption and Misconduct in RCF: An Urgent Call for Investigation

In recent developments reported by reliable sources, Rail Coach Factory (#RCF) has been plagued by allegations of #Corruption and #misconduct involving key personnel. The central figures in these allegations are Arvind Kumar Tripathi, exCVI, previously under the patronage of Ex-CVO #RKVerma, and #DyCVO Vinod Kumar Bazad. Arvind Kumar Tripathi has reportedly been reassigned to his parent cadre in the #Stores department as #DMS, but his subsequent actions and the circumstances surrounding his posting raise serious concerns that warrant a thorough investigation.

Background and Allegations

Arvind Kumar Tripathi’s Reassignment

Arvind Kumar Tripathi was originally serving as the Chief Vigilance Inspector (#CVI) at RCF, a position in which he was responsible for overseeing and ensuring the adherence to anti-corruption measures within the organisation. Under the patronage of Ex-CVO/RCF, Tripathi’s tenure was marked by allegations of misdeeds and #corrupt activities. When Ex-CVO was transferred to North Western Railway (#NWR) as #CWE/Project, Tripathi’s conduct remained under scrutiny.

In a significant move, Mr #Tripathi was reassigned to his parent cadre in the #Stores department as Depot Material Superintendent (#DMS). Initially, he was posted in the #shell depot of RCF. However, this reassignment did not go smoothly. Tripathi claimed victimization and, with the support of certain #Union members, pressured the RCF administration to reassign him to the #Furnishing depot. This request was eventually granted, and Tripathi was placed under the supervision of #NikhilGupta, Deputy Chief Materials Manager (#DyCMM).

Allegations of Misconduct and Corruption Upon his reassignment to the Furnishing depot, sources have reported several troubling behaviors and patterns of misconduct:

Absenteeism and Unauthorized Activities:

Despite being posted to the Furnishing depot, Tripathi has reportedly not reported to the #SMM/Furnishing depot to date. Sources suggest that Tripathi frequently remains #absent from the office, allegedly using so-called pending #Vigilance work as an excuse, without any official communication from the vigilance office.
It is alleged that Tripathi has been working as an #agent and #money collector for Nikhil Gupta, DyCMM. He is accused of facilitating the collection of #bribes in exchange for clearing receipt notes, a critical process in the supply chain.

Blackmail and Coercion:

Sources claim that Mr Nikhil Gupta has given Tripathi free rein to #blackmail-vendors and firms, leveraging his position to demand illegal gratifications. This has created a climate of fear and corruption among the #vendors dealing with the RCF.

Union Pressure and Administrative Compliance:

The initial reassignment of Tripathi from the #Shell depot to the #Furnishing depot raises questions about the undue influence of #union members. Despite his assignment to the shell depot, union pressure led the administration to accommodate Tripathi’s preferences, undermining the integrity of the posting process.

Suspicious Application Forwarding:

Recently, a post for a #Vigilance-presenter was advertised by the RCF vigilance department. Nikhil Gupta, Dy. CMM, forwarded Tripathi’s application for this position under the pressure of the current Chief Vigilance Officer (CVO) of RCF, #VinodPal, and Dy. CVO, #VinodBazad. This was done without the consent of the Principal Head of Department (#PHOD) and despite the fact that Tripathi’s cooling-off period had not yet concluded.

It has been reported from sources that the present CVO/RCF is under pressure of previous CVO to take exCVI Arvind Tripathi back to vigilance department of RCF as vigilance presenter.

Also, it is reported that due to this pressure of previous CVO/RCF on present CVO, he is too much adamant and is coercing the PCPO & PCMM to send the file to vigilance department for posting of Mr Tripathi as vigilance presenter.

Further, it is reported that Mr Tripathi and Mr Vinod pal have done a mutual agreement of coercion and harassment of vendors for obtaining monetary benefits and bribes in favour of not scrutinising the materials supplied by them, and also harassing their competitors thereby making monopolies for certain suppliers.

Public Allegations and Inaction:

Pamphlets have been seen pasted on the walls of RCF’s workshop, canteen, stores depot, and administrative building, alleging illicit relations and corrupt activities between Mr Tripathi and Mr Gupta. The administration’s response to these public allegations remains unclear, raising concerns about whether these issues are being properly addressed or simply ignored and removed from all the spots.

This was the pamphlet which pasted on walls on each and every office & shops of RCF against activities of different officials

Collusion within the Personnel Department:

The Personnel department of RCF, including the Principal Chief Personnel Officer (#PCPO) Mr Attri and Dy. CPO Chhotey Lal, forwarded Tripathi’s application without following the proper channels or obtaining necessary consents. This has raised questions about potential #collusion and disregard for established guidelines and regulations.

Following questions arise and need thorough investigation by #RailwayBoard-vigilance or any suitable agency

  1. Control and Oversight: Why has Mr #NikhilGupta, #DyCMM/Furnishing Depot, kept #ArvindTripathi under his direct control despite the presence of an #SMM in the depot? What are the underlying reasons for this arrangement?
  2. Unauthorised Absences: Why does Mr Nikhil Gupta allow Mr Tripathi to leave the office during official working hours? Is this for the collection of bribes on behalf of Mr Gupta, for blackmailing firms, or for other reasons known only to them?
  3. Union Pressure: Why did the administration yield to the pressure from union members to post Mr Tripathi in the Furnishing depot when he was already assigned to the shell depot?
  4. Response to Allegations: What actions did the #GMRCF or the #administration take in response to the pamphlets detailing the alleged illicit relations between Mr Tripathi and Mr Gupta? Were these allegations investigated or merely swept under the carpet?
  5. Questionable Chemistry: What is the nature of the relationship between Nikhil Gupta and Arvind Tripathi that led Mr Gupta to forward Tripathi’s application without the consent of the #CMM or #PCMM? Does Mr Gupta have the authority to make such standalone decisions despite clear instructions against sparing stores staff without proper consent?
  6. Compliance with Orders: What actions have been initiated against Nikhil Gupta for non-compliance with official orders regarding the assignment of staff?
  7. Motives of Current Vigilance Officials: What are the personal interests of Vinod Pal, CVO/RCF, and Vinod Bazad, DyCVO/RCF, in re-inducting Mr Tripathi into the vigilance organization? Is it due to his #expertise in #blackmailing-vendors, #tampering with official records, or his potential as a reliable #money-collector?
  8. Personnel Department’s Role: Why has the #Personnel department of RCF overlooked regulations by forwarding Mr Tripathi’s application without the consent of the PHOD, as required?

In conclusion, the detailed allegations of corruption, misconduct, and administrative malpractices within the Rail Coach Factory (RCF) involving Arvind Kumar Tripathi and Nikhil Gupta, along with other implicated officials, paint a disturbing picture of systemic issues that undermine the #integrity and #efficiency of the organization. The claims of absenteeism, blackmail, coercion, and collusion among high-ranking officials, combined with the administration’s questionable compliance with union pressures and procedural bypasses, demand immediate attention.

Given the seriousness of these allegations, it is imperative that the Railway Board vigilance or another suitable investigative agency conduct a thorough and impartial investigation. This inquiry should address the raised concerns comprehensively, ensuring that all involved parties are held accountable and that the principles of #transparency, #fairness, and #ethical-conduct are upheld within RCF.

Restoring trust in the #RCF administration requires swift and decisive action to address these issues. An unbiased #investigation will not only bring justice but also reinforce the organization’s commitment to maintaining the highest standards of #governance. Only through such measures can the RCF hope to move forward with integrity, ensuring that its operations are free from corruption and misconduct, thus preserving its reputation and efficacy in serving the public interest.
