The order issued by #NorthernRailway HQs on 22.04.2024 to handover sanitation of selective big #Stations to #EnHM is against the instructions issued by #RailwayBoard on 12.10.2018 & 26.09.2018. As per Board’s instructions, despite formation of EnHM, the sanitation of Stations and colony will remain with Commercial and Medical department respectively. This instructions haven’t been brought into the notice of GM/NR.

This means that the #commercial department will do the #inspection and #maintenance, the commercial and traffic departments will redress the #complaints of the #passengers, but the cleaning #tenders and billing will be done and the #mechanical department will eat the cream. Experts say, “Brother, if you only had to clean and sweep, then why should you become an engineer?”

These instructions will create confusion at field level, in a same #division three agencies/departments will be responsible for sanitation. The complaint management will suffer. The general public is not aware about the hierarchy/departments of Railways. SS/SM being the front line staff of Railways, he/she has to still deals with the public complaints. But his day-to-day monitoring duties will be in ambiguity.

This situation is already being faced in the #Firozpur Division, where #StationMaster has no role of #inspection or signing the daily #attendance or monthly reports. Even the inspection reports of Station Superintendent (#SS) and Station Director (#SD) has been negated by #SrDME/EnHM in Firozpur division. Which has resulted in poor monitoring and redressal of public complaints.

As per the letter issued by #Mechanical HQ/NRly, SrDMEs have been entrusted to look after these duties by designating the post as SrDME/EnHM/DM in the #division and at field level #CDO/#DME/#ADME have been nominated for field level monitoring whose primary job should be #Safety and #maintenance of rolling stock. Although SrDCMs in the division and Station Directors/Area Officers in the field are posted for coordination of all the passenger amenities and public grievances.

OBHS is being managed by EnHM which has maximum number of public complaints on #RailMadad/#twitter etc. Before taking such decisions there should be thorough analysis and performance of EnHM wing so far. If it’s necessary than why a safety department (mechanical) has been costodian of EnHM, it should be entirely exclusive under #Commercial department. Because at the end public complaints and passenger interface duties and management should be with the Commercial department. The mechanical department should focus on rolling stock maintenance and its safety, innovation in the field of rolling stock design and maintenance.

Points of consideration

  1. If #EnHM wing is so perfect why #OBHS is not transferred to ENHM?
  2. Why not trying stations from NSG-4 to 6 and others?
  3. Why only Big Stations where Tenders are big because notice is different?

In Lucknow-

#CDO is made incharge of Senitation at Station whose office is at yard. Is that means #Passenger has to go to easing line for any complaints?

Why so desperate ???

That on the basis of advise a note is issued in #Delhi and #Lucknow Division in Northern Railway where #Sanitation is improved many fold as described by many reports and appriciation is received from highest offices of India. Even Hon’ble #President of India appreciated the level of #hygiene at Lucknow station during his visit to Lucknow division.

Did this happen with the consent of the board?

The question is whether GM/Northern Railway has taken this decision with the prior permission of the Railway Board? Whereas when #Railwhispers inquired about this, the concerned officials of the Railway Board said that, “No zonal railway can bypass the guidelines of the Board without the prior permission of the Railway Board!”

After the above clarification of the Board, should it be believed that the GM/Northern Railways has once again resorted to the same trick as in the case of the then CAO-2/Northern Railways and the present CBE Suresh Sapra, or this time too, by keeping him in the dark, the mechanical authorities have is this game done?

Experts say that in the case of transfer of Suresh Sapra from Delhi to Lucknow along with the CAO post, GM/Northern Railways should be informed about the current member infrastructure A. K. Khandelwal had given consent to do so on WhatsApp, so should it be believed that this time Member/TRS Satish Kumar has also done something similar?

Experts say that the entire work of cleanliness should be with the mechanical department, this initiative is of the present DRM/Lucknow. It is noteworthy that almost all the work of these four departments of Railways – Mechanical, Engineering, Electrical and Signal and Telecom – is being done on contact, whereas the so-called engineers of these four departments of Railways are either doing Babugiri, or only monitoring! In such a situation, do they remain worthy of being called engineers?

Finally, experts say that how can a GM arbitrarily bypass the guidelines of the board? In such a situation, it can only be said that the Railway Board has either lost its authority, or it no longer has any control over the Zonal GMs!
