ECR-Construction: everyone is on muster roll of contractors – Money first Nation last is their motto

Who musters the courage to defy the #CVC guidelines regarding #rotational-transfers (from #Construction to #OpenLine and vice-versa) particularly in #ECRailway?

Answer is simple – #Money-Power and #Caste-Power

All #rules of #rotational-transfers are #applicable to #honest staff and officers only who do not have #godfathers.

#Corruption is rampant in all departments of Ek Corrupt Railway (#ECRailway) in one form or other but is part and parcel of working of “for the #Corrupt, of the #Corrupt and by the #Corrupt” i.e., #Engineering department of #ECR. The name of Engineering department should be changed as #Engagement-Department because almost all are “engaged” by the contractors. #Corruption is rampant and exists in all manifestations in this department and #top to #bottom is very much involved in this crime.

Every time when an outsider becomes #Head of this department, #honest staff and officers of this department hope a fair play but to their dismay, they bring more #corruption, more #groupism, more #caste-equation among other vices. A handful of officers enjoy all regime and rules the roost.

These #coterie of officers in #collusion with heads of the department (#HODs), #Vigilance officers of their #caste and #money-power of #contractors make #mockery of Hon’ble #PMModi mission of Corruption Free India.

Dear #PM Modiji, we have voted for #ModiSarkar for good governance and cleaning of #CorruptSystem. But Your present #RailMantri is not able to control or take strict action against this #corruptsystem rather he is promoting corrupt officers and posting them in good places post-retirement. #RKJha is the best example, the most #corrupt, the most #cunning and the most #worst #IRSE of #IndianRailways has been adjusted post-retirement in #IRCON.

Equally corrupt, more cunning and another equally worst and casteist officer, who is still very much involved in #transfer-posting equation of officers and staff of EC Railway, responsible for more than ₹250 Crore #SLT-scam has been promoted and made Additional Member, #RailwayBoard. The vigilance investigation of this #scam is still biting the dust despite the fact it is open and shut case of corruption violating all set norms and procedures.

Dear #PrimeMinister your #RailMinister failed to take any action against these corrupt officers and this is just tip of the iceberg.

Engineering officers of #ECRailway are on #muster-roll of contractors. Earlier it was heard that contractors were of Engineering department but things has changed in recent times, nowadays engineering officers are of #contractors, for the contractors and they are being paid by the contractors for their unconditional support and service in all wrongdoings. This is applicable specially in #Construction department of this #Railway and these contractors decide the transfers and postings of officers and staff in a particular project.

This is the basic reason of continuing the same officers and staff in construction department itself even after completing their long tenure in one project they are transferred within construction department for another project on the behest of contractors on whose muster roll this corrupt office are working. #PWIs/#IOWs to #Deputies to #CAOs everyone is on muster roll of some or other contractors and ready to do anything for their masters. #Money first #Nation last is their motto.

Poor #quality-works endangering lives of common people and looting of #public-money are ignored by these pet officers. In collusion with contractors, they prepare exaggerated #estimates (#foundation-items and #earth-work are biggest #fraud items) and making money like anything and lives at command of their masters. Apart from #Commission, #Cut, #Bakhshis, #Dastoori – whatever name it has – they also get #protection from #Vigilance and #transfer out of construction department.

Senior officers like Principal Chief Engineer (#PCE) and Chief Administrative Officers (#CAOs) prefer this kind of #pimp like officers who met all their demands like #wealth, #wine and #women, and what not? It is very #derogatory and #ugly-truth to say, but these #corrupt and #incompetent officers even don’t hesitate to use their #wives for their choice transfers and postings?

#PCE is busy in travelling on weekends for holidays and is least interested in affairs of the #department and wanted to get out of this #Railway anyhow. He has outsourced all his departmental affairs to his most favourite Chief Track Engineer (#CTE) who in turn fulfill all his demands through #extortion from officers and contractors. One particular head of engineering department of a division takes care of his other needs. He is overwhelmed by his service and ready to do anything for him violating all the rules. #PCE sahab please take care of the affairs of your department with some wisdom and please maintain dignity of this post.

#Railwhispers dare #PCE of #ECRailway to publish last five transfer and posting details of all his officers on the website, can he explain-

  1. Why one officer continue only in construction department in different capacities for most of the time in his career?
  2. Why three year criteria is not being applied uniformly?
  3. PCE sahab, #IRSE officers can be posted anywhere in the country but why you keep adjusting officers of one division/place at same place?
  4. Why officers posted at #Patna-#Danapur region don’t move anywhere?
  5. In whose interest, it is being continued?
  6. Whether it is #caste, #cash, #contractors’ recommendation, #collection agent on commission basis or #combination of more than one criteria?
  7. Can he answer why charge sheeted and officers involved in #CBI cases are made #secretary to head of departments including construction?
  8. Can #GM, answer if all the files of head of the department goes through these #tainted officers but post is delared as non-sensitive?
  9. What is the #definition of a #sensitive-post?

A post which has information of #confidential-files and #transfers of officers and staff and who can influence or use the office of the head for his own benefit like being done in the past and is being done currently to influence their own cases is #ultra-sensitive post.

As per information received, they took money from the staff to put up file to the head of the office by breaking the rules and take favours from contractors to get them a hearing from the head. They collect money on behalf of head of construction. It has happened in the past and is being happening currently.

  • Mr. PCE and Mr. Head of Construction, do you have any #transfer and #posting-policy or who paid highest you post them to money making posts?
  • Don’t you find any problems in quality of works being done in construction during your field visits? Why do you ignore mistakes of particular officers?

GM Saheb, you should ask your PCE-

  1. Why he reshuffled officers of a particular #division among themselves when they have not completed their #tenure in their current postings?
  2. Why he posted a particular officer in same place on #maldar post when he was removed on #inefficiency ground before completing his tenure?
  3. Why one officer will be posted at one place throughout his life?
  4. Why didn’t he transferred other officers who have completed three years in their present posts?
  5. Why officers and staff in construction department does not get transferred out of construction despite completing their tenures?
  6. Why the most corrupt and incompetent officers are made head of engineering department of division?

All #transfers and #postings and #retaining officers having #vigilance cases in #sensitive-post has only #cash and #caste consideration.

All these aspects of #corruption need thorough introspection by #GM of #EastCentralRailway so that before approving next #cash, #caste and #contractors’ recommendation-based proposals of #transfer-orders put up to him by these #corrupt head of the departments are reviewed as per rule. Continue…
