Two SCR and One NR official caught by CBI

Vishakhapattanam: Two officials of Guntakal Division of South Central Railway (#SCR) were caught red-handed by the #CBI team of Vishakhapattanam, while they were demanding and accepting a bribe from the #complainant, representing M/s Core 4 Engineers Pvt. Ltd., Mysore. The accused were arrested and produced before the Special Judge for CBI cases in Kurnool on Saturday, Feb. 17, 2024.

The accused Ganta Rama Mohana Rao, Senior Section Engineer (#SSE) (Electrical), and Appala Raju, Assistant Divisional Electrical Engineer (#ADEE), Guntakal Division, Tirupati, S. C. Railway, were caught while demanding and accepting a bribe of тВ╣40,000 and тВ╣20,000 from the complainant, Mr Tejas M., Director, M/s. #Core4Engineers Pvt. Ltd., #Mysore, according to a statement issued by the CBI here on Saturday.

On receipt of the complaint, a regular case RC 08(A)/2024-CBI/VSP, under Section 7(a) of PC Act, 1988 (as amended in 2018) was registered against #GRamaMohanaRao.

Searches were conducted at the residential and office premises of the accused and incriminating documents were seized. The court remanded them to judicial custody till March 1, 2024. Further investigation is under progress.

The written complaint as per FIR:

A written complaint dated 16.02.2024 addressed to the Superintendent of Police, CBl, ACB, #Vishakhapattanam has been received from Sri Tejus M, Director, M/s Core 4 Engineers, Pvt. Ltd., Mysore. He has been authorized by Sri Abhinandan AC, Managing Director of the said firm to lodge the said complaint with S.P., CBl, ACB, Vishakhapattanam.

It is alleged in the complaint that during the year 2023, their firm was allotted the #Railway #Tender No. GTL-EM-24-2022-23 vide #LoA dated 30.01.2023 for installation of 750 Volt power supply for maintenance of HOG coaches in washing/sick lines of maintenance Depot/Shed at Tirupati amounting to Rs.2,56,73,148/-.

The time period for completion of the said work was 06 months commencing from the date of #LoA. However, the said work at Tirupati Railway Station was started in February 2023 itself. However, it could not be completed within the time period and the same was enhanced till January 2024.

The work was completed by that period and Chief Electrical Engineer, S.C.Railway issued EIG Certificate dated 29.09.2023 w.r.t. completion of work. It is further alleged that during the execution of the work, two bills i.e., CC-1 Bill for Rs.1,04,12,6331/- dated 16.08.2023 and CC-2 Bill for Rs. 95,03,0S4/- dated 13.10.2023 were submitted. Bills were cleared and amounts were received.

It is further alleged that during the course of processing and payment of Bills, Sri #GantaRamaMohanaRao, SSE (Electrical), Tirupati; Sri #AppalaRaju, ADEE, Tirupati; and Sri #NGangaRaju, #SrDEE, #Guntakal harassed for payment of illegal gratification @ 1%, 1% & 2% of the bill amounts, respectivety. Since the demand was not fulfilled, the harassment kept on increase in different forms due to which undue delay caused in completion of minor works.

ln this regard 48 hours notice dated 28.01.2024 was issued by Sri N.Ganga Raju, Sr.DEE, Guntakal. ln order to complete the minor pending works and to place the final bill, another extension was sought by the comprainant’s company till 29.02.2024.

However, Sri N. Ganga Raju, Sr.DEE, Guntakal issued termination letter w.r.t. cancellation of the aforesaid contract. The complainant contacted Sri N.Ganga Raju, Sr.DEE over phone, who directed him to meet sri Ganta Rama Mohana Rao, SSE (Electrical) and submit final bill for the contract work.

Accordingly, the complainant met sri Ganta Rama Mohana Rao, SSE and he instructed the comprainant to execute the trenching work & Horizontal Drilling Bore at chandragiri Railway station, which is not related to the contract of the complainant.

ln order to execute the work of Horizontal Drilling, the complainant was forced to pay Rs.2.30 lakhs to sri Ramaiah Vemula. Further, for trenching work, sri Ganta Rama Mohana Rao is insisting to pay Rs.3 lakhs to Vijaya shanti. Further, Sri Ganta Rama Mohana Rao, SSE, Tirupati; Sri Appala Raju, ADEE, Tirupati; and Sri N.Ganga Raju, Sr.DEE, Guntakal are asking to pay the bribe @ 1%, 1% & 2% respectively of the bill amount.

It is further alleged that on 15.02.2024, the complainant and sri Abhinandan AC visited the office of sri Ganta Mohana Rao, SSE and requested to process his CC-3 Bill, for which sri Ganta Mohana Rao, SSE demanded to pay Rs.2.75 lakhs for processing the same. As they expressed their inability to pay entire bribe amount of Rs.2.75 lakhs, Sri Ganta Rama Mohana Rao, SSE asked them to pay Rs.40,000/- so as to initiate the processing of CC-3 Bill.

As the complainant and Sri Abhinandan AC are not willing to pay the bribe of Rs.40,000/- as demanded by Sri Ganta Rama Mohana Rao, SSE (Electrical), South Central Railway, Tirupati, he lodged the complaint with CBI for taking necessary action. The copy of complaint is enclosed herewith and it may be treated as part and parcel of FlR.

The above complaint was endorsed to Sri N. Raghavendra Kumar, DSP and Sri Sunil Gulia, lnspector of CBI, ACB, Vishakhapattanam for conducting verification and accordingly they conducted verification in the presence of independent witnesses. The verification conducted by Shri Sunil Gulia, lnspector confirmed the demand of bribe by Sri Ganta Rama Mohana Rao, SSE.

The aforesaid complaint and veriflcation prima facie disclose the commission of cognizable offence punishable U/Sec. 7(a) of PC Act, 1988 [as amended by Act 16 of 2018 w.e.f. 26.07.2018] on the part of said Sri Ganta Rama Mohana Rao, SSE (Electrical), South Central Railway, Tirupati and hence the instant case vide RC 08(A)/2024 of CBI, ACB, Vishakhapattanam is registered. The investigation of the case is entrusted to Sri R. Manohar Reddy, inspector of police, CBl, ACB, Vishakhapattanam.

Another case of trap by CBI/Lucknow

Lucknow: A complaint dated 13.02.2024 addressed to Supdt. of Police, CBI, Lucknow has been received from Shri Shobhit Singh S/o Shri Hariom Singh, R/o- Village- Paliya, PS & Tehsil- Bangarmau, Unnao, UP alleging therein demand of undue advantage of Rs. 20,000/- by Shri #DeepakKumar @ #DineshKumar, #IOW, NR, #Balamau, #Hardoi, UP for Paimaish/demarcation of Plot (22×70) at 41C, Railway Crossing, Lucknow Road, Bangarmau, Unnao, UP.

The complaint has been discreetly verified which prima facie established the allegations levelled in the complaint during which name of the suspect was confirmed to be #DineshKumar. The contents of the complaint are reproduced as under:

The above mentioned facts and discreet verification prima-facie disclose commission of offences punishable u/s 7 of PC Act, 1988 (as amended in 2018)
on the part of Shri Deepak Kumar @ Dinesh Kumar, IOW, NR, Balamau, Hardoi, UP.

Hence, a Regular Case is registered and entrusted to Sh. Amit Kumar, Inspector, CBI, ACB, Lucknow for investigation.
