Inexplicable Reward to those who Killed Careers and Projects-Failure of MR & CRB
What is the reason behind continuously rewarding this toxic trio?
Trinity of #RailwayBoard #Vigilance, namely #RKJha-#RKRai and #AshokKumar was very infamous for their exploitative tactics.
In a 10 years of rule, the only key claim of good work of #MinistryOfRailways has been #VandeBharat. This trio ensured that entire team of Vande Bharat faced major penalty #chargesheets and it took #Herculean efforts to get this team exonerated. Not only this they killed career of many senior officers. Case of #AKLahoti, #Shubhranshu, #VivekKumar etc. are often quoted. Mr. #Lahoti was able to use his connects to get his viewpoint heard in right quarters and could escape these exploiters. Not every one was as lucky and as a consequence they lost out on apex promotions of their careers.
Question is, When HonтАЩble MR himself soothed nerves of officers saying #Vigilance cases should not be made randomly, how could this trio get support and protection?
Continued Protection to the Trinity
#RKJha, who was initially Executive Director (#ED) of Vigilance in the Engineering department, was later promoted as Principal Executive Director (#PED) of Vigilance, Railway Board ignoring all guidelines. However, due to intervention from the highest offices in the country, he had to be transferred from the Vigilance and Railway Board to #IRICEN, Pune. He was successful in getting the #promotion and was later transferred to #RDSO, Lucknow.
On the other hand, #RKRai spent a considerable amount of six years as Executive Director (#ED) of Vigilance in the Electrical department, going against all guidelines. He eventually became Principal Chief Electrical Engineer (#PCEE) at the sensitive Banaras Locomotive Works (#BLW). After retirement, he received favour from #CPSUs and was given an advisory role with high perks.
There was a sigh of relief when #AshokKumar left Railway Board to South Eastern Railway (#SER) after decade long inning in New Delhi first in #CVC and then in Railway Board Vigilance.

However, it has now emerged that he has become Chief Vigilance Officer (#CVO) of Department of Telecommunications (#DoT), a department under Mr. Ashwini Vaishnaw. Did #CRB as head of the vigilance not explain to the #MRCell or this officer always had #protection of this cell? Was this not duty of CRB as #secretary to the government of India and #MR as #Cabinet Minister incharge for DoT to keep such an #extortionist away? #Railwhispers would like to remind Mr. MR about the statement he made on April 3, 2023.
What is compulsion to continuously reward this venomous trinity?
After serving a decade long tenure in New Delhi as #Director in CVC, Director Vigilance Railway Board, ED Vigilance Railway Board, Ashok Kumar’s departure from the #RailwayBoard to #SER was met with relief. However, it has recently come to light that he has been appointed as the CVO of the DoT, a department under Mr. #AshwiniVaishnaw. One wonders if the Chairman, Railway Board (#CRB), who also heads the vigilance department, failed to inform the MR Cell about Ashok Kumar’s track record or if this officer has always had the protection of the MR Cell.

Should it not have been the #responsibility of the #Chairman, Railway Board, as the #Secretary to the #Government of India, and the #Minister for Railways as the #Cabinet Minister in charge of the #DoT to prevent the appointment of an individual involved in extortion? What is the reason behind continuously rewarding this toxic trio?
