Railway Board Stores directorate established a monthly subscription scheme for favourable transfers & postings

Inside #StoresDirectorate’s Web: Uncovering the Monthly Subscription Scheme through #Nexus of Power, #Corruption, #Nepotism, #favouritism pick & choose, and #misuse of #authority

Mr. #HNarayanan, a #promotee officer in the #stores cadre, commenced his career as a #DMS in #CentralRailway, Mumbai, where he dedicated nearly 20 years of service. In 2012, he was transferred to Southern Railway. However, during #AjeetYadav’s tenure starting from 2019, Narayanan was reposted to Central Railway.

Notably, #Narayanan found himself embroiled in a #CBI investigation in December 2023, resulting in his suspension without reinstatement. The repeated posting of Narayanan to #CentralRailway under Ajeet Yadav’s administration raises questions about the rationale behind this decision.

It appears peculiar that #AjeetYadav did not consider alternative #placements for a Group-B officer like Narayanan within the railway system. Sources suggest that Ajeet Yadav established a monthly subscription scheme with Narayanan, implying that Narayanan might have been under pressure to collect funds from #vendors. Allegedly, this pressure led to his entanglement in the CBI case.

Let’s delve into the case of Mr. #AtulSharma, an officer within the Group-B cadre. Typically, upon confirmation in the #JAG level, most officers are transferred outside of #WesternRailway. For instance, officers like Mr. #LalitKumar, Mr. #AngadYadav, Mr. #DharmendraMalhotra and Mr. #Gaur were all relocated from Central Railway/Western Railway to other regions.

However, an exception was made for Mr. Atul Sharma, who remained within Western Railway. This deviation prompts questions regarding the reasoning behind Atul Sharma’s retention within the same region. Notably, Mr. Atul Sharma hails from Rajasthan, the native state of Ajeet Yadav. This connection raises suspicions about potential favouritism or undue influence in Atul Sharma’s posting decisions. Sources allege that Ajeet Yadav established a monthly #subscription scheme with Atul Sharma as well, implying that Atul Sharma might have faced pressure to amass funds from vendors. This purported pressure may have led to his entanglement in a CBI investigation.

  1. Mr. #DharmendraMalhotra transferred to #CLW and, with the assistance of a #bribe given to Ajeet Yadav, managed to return to Western Railway within two years.
  2. Mr. #Gaur moved to #NWR and returned to #WR within two years, facilitated by a bribe.
  3. Mr. #AngadYadav relocated to #NER and came back to Central Railway within two years, allegedly through a bribe paid to Ajeet Yadav.
  4. Mr. #LalitKumar’s transfer request for #CR/#WR is under negotiation with Ajeet Yadav, who is reportedly demanding double the usual bribe. There are talks that Lalit Kumar might opt for voluntary retirement (#VRS) if not given his preferred posting.
  5. Mr. #PritpalSingh, who initially served at #RCF as #DMS, spent around 25 years there. He was transferred to #NorthernRailway in 2019 but returned to RCF in 2023. It’s rumoured that Ajeet Yadav had arranged a monthly subscription scheme with Pritpal Singh.
  6. #MohammedIrshadGhori’s transfer from #WR to #SER on promotion, followed by his return to WR within two years, raises questions about the circumstances surrounding his transfers. It’s important to investigate whether there were any irregularities or if the monthly subscription scheme, which has been hinted at in other cases, played a role here as well. The abrupt return to WR within a short timeframe after a promotion suggests potential discrepancies that merit further scrutiny.
  7. The #transfers of #MohParvezBurney from WR to #SCR and #MohAyub, a retired #CMM from WR, back to CR within two years pose similar concerns. These cases warrant investigation into whether there was any misuse of authority, favouritism, or #Corruption involved. The repetition of such transfers within a short span of time raises suspicions regarding the #integrity of the #transfer processes and the potential influence of illicit practices like the monthly subscription scheme.
  8. Mr. #NCJoshi’s #transfer from #NR to #SCR, despite the existence of officers with longer tenures in NR who were not transferred, calls for an examination of the transfer policies and practices within the #Railway administration. It is learnt from sources that ex-AM(RS) Mr. Atul Gupta went to Vaishnav Devi for darshan and asked for undue favour of vehicle from Mr. Joshi which he failed to provide. So, finally Mr. Joshi faced the brunt of Mr. Atul Gupta and had to face second inter-railway transfer within 7 months. The apparent selectivity in transferring officers, particularly from a specific batch, raises questions about the #transparency and #fairness of the transfer decisions. Understanding the rationale behind such transfers is crucial to ensuring #accountability and preventing favouritism or discrimination in the transfer process.
  9. The transfer of #BCTripathy, a promoted #CMM, back to #NER within six months despite his long-standing tenure in NER highlights potential inconsistencies in the transfer policies or practices. This case warrants a closer look to determine whether there were valid reasons for the transfer or if there were any undue influences at play. Understanding the circumstances surrounding Tripathy’s transfer can shed light on the #efficacy and #fairness of the #transfer mechanisms within the railway administration.

Aug. 29, 2023: “The Indian Railway’s reputation and the trust of its employees and the public are at stake

Furthermore, how did #VinodMeena end up being transferred to #Rajasthan, his home state, on administrative grounds when he had requested a transfer to #NWR? Was the transfer grant possibly given as a bribe to Ajeet Yadav?

Why #ManojYadav 2010 batch transferred to #NCR on administrative ground? A lot of officers prior to batch 2010 are continuing in parent zone. Is there any policy that exists or #dasturi and #bhai-bhateejawad, #casteism and #regionalism prevails as practised by black-sheep Ajeet Yadav.

Reasons for granting #SAG panel for officers who are fit for 56J, like-
  • Dhiraj Jain
  • Pankaj Sharma
  • H Narayanan
  • Raman Alla
Or it is panel prepared after #dasturi compliance?
  • Mr. #RajivKumar, an #HAG officer of the #Stores department, has spent a significant portion of his career in #Delhi. Despite this, he has been posted in Delhi again as #OSD-IT, where it is perceived there is little work. The question arises as to why an officer with such experience and seniority has been assigned to a location with supposedly minimal responsibilities. Is this posting merely a result of his connections or adjustments in Delhi?
  • Mr. #MaheshChandra, having spent around 20 years in #Mumbai, has now been posted again in WR after return from deputation which was also in Mumbai. This raises questions regarding the adherence to the #transfer-policy. Does this transfer align with the #guidelines and #objectives of the transfer policy, or does it indicate special treatment or favouritism?
  • Mr. #HemantKumar’s quarter was retained in Delhi, and he was initially sent from #NR to #ECR for just only 8 months before being shifted to #NFR. The swift transfer prompts speculation about Hemant Kumar’s desire to retain his quarter in Delhi and raises questions about the reasons behind such rapid relocations. Is this transfer influenced by Hemant Kumar’s personal preferences, and does it suggest a possible understanding between him and Ajeet Yadav, especially considering his prior service as Chief Technical Examiner (#CTE) in #CVC?
  • Mr. #VKLangan, with only 5-6 months of service left, has been laterally shifted to #NWR upon his request. This transfer warrants scrutiny to ascertain whether it serves the best interests of the railway system? Is this lateral shift beneficial for the railway’s operations and management, or does it raise concerns about possible favouritism or misuse of authority?
  • Mr. #MKDey, having spent 80% of his career in #Kolkata, was shifted from the #MetroRailway to #SER in less than a year. This prompts questions about the rationale behind the transfer, particularly when #SandeepShukla could have been directly posted in SER. Was this transfer in accordance with established procedures, or does it indicate discrepancies in the transfer process?

Also, it is learnt from reliable sources that one of the most dubious character of Stores directorate’s Mr. #SureshMeghnani – who happens to be the present akka of Ajeet Yadav – is not being sent on #PCMM posting. All efforts are being made to post him as #PED(RS). The Ex-AM(RS) Mr. #AtulGupta (so called Rajnikanth), himself wrote in a #whatsapp group of officers that “#Meghnani you would be posted as PED(RS) soon” and then deleted it later. Question arises as to how this #information vests with Mr. Atul Gupta? Is Mr. Atul Gupta now become a ‘Dalal’ or ‘Agent’ of Mr. #AjeetYadav and Mr. #PBNinawe?

Mr. #RiturajSingh was forcibly shunted to #SouthernRailway from #NER on the basis of a false vigilance case againt him. As per sources, #KCJoshi, the then corrupt #PCMM/NER expected something in cash as bribe in lieu of favourable comments in his case which Mr Rituraj denied and he was later shunted to Southern Railway. Does #RailwayBoard have this prerogative of sending officials on transfer based on a false #vigilance case? Does this fit anywhere in transfer policy? If such is the case then it is a verth sorry state of affairs.

The #practice of not directly transferring officers on #promotion against vacancies raises concerns about the #transparency and #fairness of the #transfer procedures. The instances cited, such as #PCMMs being transferred to different zones even before completing their tenures, coupled with allegations of #bribery in the form of “dasturi,” suggest potential #corruption in the #posting of #PCMMs. Is Ajeet Yadav, as alleged, involved in orchestrating these lateral shiftings in exchange for monetary gains?

Is #corruption going on in the #postings of #PCMMs also? Is it mean that the officers of #RailwayBoard’s Stores Directorate taking briefcases full of dollars for such lateral shiftings?

Prabhakar Baburao Ninawe, AM/RS/RB.

In light of the extensive list of concerning incidents and allegations involving various officers within the railway administration, particularly #EDRS(P) Mr. #AjeetYadav and #AMRS Mr. #PrabhakarNinawe, it is imperative to address the pervasive issues of #corruption, #favouritism, #casteism, pick & choose and #misuse of #authority within the system.

The repeated instances of officers being transferred based on #personal-connections rather than #merit, the alleged #establishment of monthly subscription schemes, and the #suspicious-circumstances surrounding certain #transfers raise serious #doubts about the #integrity and #transparency of the transfer processes. Ajeet Yadav’s purported involvement in orchestrating lateral shiftings and the potential acceptance of #bribes for favourable postings present a grave threat to the #credibility and #efficiency of the railway administration.

Ajeet Yadav, ED/RS(P), RlyBd.

Furthermore, the apparent lack of adherence to transfer policies, the questionable granting of #SAG panels, and the #failure to uphold #principles of #fairness and #accountability underscore the urgent need for #comprehensive-reforms within the railway administration.

In conclusion, the actions and conduct of individuals like Mr. #AjeetYadav, ED/RS(P) and Mr. #PrabhakarNinawe, AM/RS are emblematic of #systemic-failures that undermine the integrity and effectiveness of the railway system. It is imperative that swift and decisive action be taken to root out corruption, restore trust, and ensure that the railway administration operates with the highest standards of transparency, fairness, and accountability. Failure to address these issues risks further eroding public confidence and compromising the fundamental principles of #governance and justice within the railway system. To continue..
