Bedsheet-Scam: When will the worms come out of the Can?

The depot store books, SCR’s DyCMM/G&S/MFT shows that 120000 Bed Sheets have been received and accepted, but they cannot show how they have received, unloaded, verified and responsibilities adhered to them

This is the trailing #investigation how #Handloom bed sheets required for #passenger-services are shown as received and accepted in South Central Railway (#SCR) with the sole purpose of ensuring higher amount of #bribes by senior officials concerned, at the cost of common passengers, though physically no materials were received at the #Mettuguda Depot.

In the #depot store books, SCR’s DyCMM/G&S/MFT shows that 120000 #BedSheets have been received and accepted against #GEM order no. GEMC- 511687723317185 dated 21-July-2023 placed by #PCMM/SCR, but they cannot show how they have received, unloaded, verified and responsibilities adhered to them.

Role of SCR’s #Vigilance-Branch:

Based on the social media’s rebuke regularly about the sub-standard #supply of bed sheets by SCR in Mail/Express Trains, #SCR-Vigilance role was just to seize a few #samples from the depot as an eye wash, mark them for #testing without ensuring the confidentiality, due to which change of samples may surely have occurred, and send the pre-determined report to the depot officer for acting as he feels fit to him.

SCR-Vigilance cannot fix responsibility about the repeated changes of #inspection-clause, which facilitates the #supplier for supplying inferior and sub-standard quality bed sheets, cannot fix higher officials for entering #criminal-conspiracy with sole purpose of supplying #inferior bed sheets in lieu of illegal gratifications, which will surely run into Lakhs of rupees.

Infact, the SCR-Vigilance is playing just a postman’s job and they have no responsibilities to safeguard tax payer’s money incurred to fix responsibilities against higher officials, since all #Vigilance officials have a tenure posting of four years and after that they must return to their parent department.

After series of #tweets in this #Scam, we understand from the depot that further 80,000 Bed sheets were received by SCR’s #DyCMM/G&S/MFT depot on 08th November, 2023 but till date no action for either #acceptance or #rejection is made by the depot officer. #RailwayBoard-Stores directorate clearly instructs all #railways that no #consignment can be held up for a #decision of issue of #receipt-note or #rejection-advice, not exceeding more than 3 working days, but the #message is that till higher officials at headquarters give a go ahead, no receipt-note is granted.

Role of Senior Officers to ensure Quality Bed Sheets:

 
No higher official like the #GeneralManager have ever made any #surprise inspections in any bed roll units, to check the #quality of the #bedsheets nor ever interacted with passengers in AC Coaches about the quality of the bed sheets being put in use.

Due to this, it is the common passenger who must face the #brunt of receiving sub-standard bed sheets and crores of money are swindled by senior officials as #bribes from the #bedsheets-suppliers.

Immediate Remedial Measures Required:

To #safeguard #tax-payers’ interest, it is only #CBI who should immediately involve and make intensive checks, fix responsibility on some higher railway officials, so that #bribe takers entering into #nefarious activities can be stopped. To be continue..
