Some degree of inter-service disparity in promotion is inevitable and visible across services in Civil Services and different all India services in the same cadre so this is no reason to merge. You cannot make the poor rich by making the rich poor!

8 toppers of 8 services will be chronologically on descending age. This will form top 8 ranks for 1996.

Then all 2nd rankers of 8 services chronological in descending age
Similarly 3, 4, …… positions of all 8 services

This will form seniority list for 96 batch.

Similarly they will do it for 97, 98 to 2000 batchs.

Top 34 will be eligible for DRMship with age below 52. Considering that SCRA officials will be at bottom due to lower age, but they are likely to remain on panel for 5-6 years unless they became 52 years old.

Similarly 96, 97 batches, all SCRA will remain eligible for DRMship as their age will be way below 52.

Then after 2-3 years entire DRM panel will be dominated by SCRA.

Only SCRA becomes DRM, means only SCRA becomes GM, means only SCRA becomes Members and CEO.

This will continue upto 2053.

Mechanical officers will be surplus having nothing to do.

SCRA exam has been stopped. It was inferior exam than IIT JEE where the top talent of the country is attracted. These IIT guys and others from Arts, Medical, Humanities, Economics etc. further compete the most difficult exam of Civil Services.

Thus real talent comes through civil services and not through SCRA (where only wards of railway officials mostly compete, others never knew about SCRA).

SCRA Engineer was doing engineering at protected environment at Railway institute, where as IIT, Medical, CA, Economics and other students were going through the grind at various prestigious universities.

SCRA people were not selected for general management, but as the name suggests, skilled apprentice and technicians were selected and groomed through SCRA.

The officials selected through inferior exam (which Railways have rightly scrapped) will rule the Railways and dominate various talented officials selected through civil services, the toughest exam in the country.

In fact, they will loose everything to SCRA

In fact we should convince Civil Engineers and IRSEE, that they will loose everything to SCRA, as mechanical service role is diminishing due to electrification, they will corner all the posts of SrDEN/Co, as SrDEN/Co does not have a section, he only coordinates.

Electrical officers will be badly affected as surplus SCRA, and IRSME officials will take over electric Loco sheds, Memu sheds etc.
