Let there be an open debate on the so called merger of cadres in Railway.

Such sweeping changes must be followed by wide spread debate and discussion at all levelsThe moment it happens, either IAS will come and occupy top posts or Railway will go in to Private hands

Every change is not improvement

Destruction is certainly not reform

The finely working system of checks and balances is being sacrificed at the alter of personal ambition of the present CRB who wanted extension and the present Secretary, Railway Board who wants to be GM soon

All Railway Ministers including the current one have praised the organizational robustness of Railways in last 15 years and more. So where is the need for this

Debroy committee recommended instead of ‘Sanghosthi wisdom’ dubiously being held as views of overwhelming majority when the fact is other-wise

  1. The post of Member HR to be restored in place of DG/HR. After all Railways is a labour intensive organisation (13 lakh employees and wages and pension bill accounting for approx 65% of the total expenditure).

Maintaining and furthering peaceful Industrial Relations in this era of change and Technology is of utmost importance for growth of Railways and therefore HR needs representation at the Board level.

  1. The Cadre Review Committee had recently fixed cadres of all the 8 Services in each grade based on specific percentage of the total strength.

The attempt to merge the services to ensure batch wise promotion is against this.

No one should be promoted in excess of their Service quota/number of posts in particular grade as established in the CRC’s recommendation with the approval of Cabinet.

(This concept is akin to what is presently being followed in posting of GMs: ‘Rule of 10’ – where officers belonging to a particular service are not posted as GMs despite higher in panel, if number of officers already posted as GMs from their Service has reached a prescribed maximum).

With in the number so fixed in each grade for each Service, there should be complete interchangeability of posts in the merged Services (two Service option)

  1. Respect the well thought out re-commnendatios of the Debroy Committee which observed Single Service option as not practical one and recommnended two Service option, instead of ‘Sanghosthi wisdom’ dubiously being held as views of overwhelming majority when the fact is other-wise.

  2. Seniority should be merged (while exercising two Service option, – One Service option being a no-no) as per methodology number two in recommendation of Debroy Committee, suggesting interpolation on the basis of batch strength.

  3. The purpose of the merger, as per Hon’ble MR is to do away with Departmentalism. However, Merger, as being suggested, only for the purpose of grant of batch wise promotion defeats the whole purpose of the entire exercise.

Infact this is a prime example of how Departmentalism is being played out endangering any attempt / steps to further esprit de corps, the very objective of the reforms being brought in by Hon’ble MR.

  1. All the Services should have fair representation (in proportion to their strength) in all the general management posts with a prescribed minimum (4 in DRM and 2 in GMs) and Maximum (12 in DRM and 6 in GM).

  2. The suggestion made above would help in achieving the objective and vision of Hon’ble MR, of Railways being free of Departmentalism. These would also be in line with the assertions being made that these reforms would not affect any officer adversely

  3. All Service Associations should be formally consulted by the committee to be constituted for framing modalities. To begin with, the Board should clarify its proposal in writing so that we exactly know their intention.
