#SudheerKumar joined in August 2021, almost two years ago as Ministerā€™s #Advisor. His stated #mandate was to advise him on #NetZeroMission. Soon after joining, in less than two weeks time, he was summoning #GeneralManagers, #PCMEs, #PCEEs of #ICF and discussing #specification of #VandeBharat trains.

First red flag was raised when mere mention of his name in a letter led to summary transfer of a powerful Executive Director (#ED) in Railway Board handling important portfolios away to South Eastern Railway (#SER).

The Man Who Thrived in Conflicts of Interest

Then came brazen open admission that his #PhD guide is the person who is doing #Emotional Intelligence test of all officers who are in line to be empaneled for #IRMS. This #conflict of #interest was readily pointed out by this paper.

But nothing happened.

All that mattered was blessings of #SudheerKumar. His #character was duly exposed by people who had helped his #wife to get a job, but it looks nothing mattered for anyone.

It was brought out that #WAG12 has failed, how this was most #expensive_mistake or a #conjob done by any officer of #IndianRailways, paying ā‚¹12 crore extra for getting 30% less #traction force. This modelā€™s #hollowness was exposed when it was brought out that long term #purchase contracts proved to be more expensive than #e_RA and #IREPS driven purchases. But still #advisor pushed for #contracts which will be in force till 2060s!

Yes dear reader, you read it correctly, #Service_contract of 35 years on a #loco which will be delivered in 2033 will go up to 2068!!! This period will see #political geography of the world changing multiple times! but no sir, #Advisor sahab knows the best.

The Land Grab

In return of #favours extended by a #Management Institute in #Hyderabad where he took teaching job and doing his #PhD, #training_contracts for executive education have been given. In fact his #guide got lucrative order to psychologically profile all senior officers of #IndianRailways by conducting an expensive proprietary psychometric test which is not yet adapted for #Indian population. Also, there are attempts to hide #information regarding #tender against which this work was awarded in #RTI.

ā€¦The Great Land Grab

These people wanted to grab Centralised Training Institutes (#CTIs) and their #land at #Pune, #Nasik, #Secunderabad, #Vadodara. Idea was to make Indian Railway pay to them for every person trained, something which is #abhorrent to say the least. What a wonderful #BusinessModel which this #coterie perfected when they took order to run National Rail Transport Institute (#NRTI) and charged ā‚¹65 lakhs per month for a team of two persons. In brazen conflict of interest the man who helped make Detail Project Report (#DPR) sat on board of the #Institute and also ensured that the #company which was owned by him got order to run the #college. No one could see that the #contract went to a media company-quoting verbatim:

IndianRailway officers across #seniority and #departments have been revolted when #MR allotted #DG/#NAIRā€™s bungalow and his office to his college friend who is now #ViceChancellor #GatiShakti Vishwavidyalaya.

College Friends

Honā€™ble PM had announced in June 2022 that a campus of Railwayā€™s central university, which is today called #GatiShakti_Vishwavidyalaya would be constructed at cost of ā‚¹571 crore. This announcement was made from a public forum. Sadly, work remains stopped since 2021!

This #institute has been fooling #students, it does not have any #campus, any permanent laboratories, lecture halls, hostels of its own. Fooling #PMO, even after announcement by the #PM himself, nothing has moved except for land grab.

If a #university had to be made, it should have been made on new campus which would have done justice to young students. Capturing by scamming and scheming, the 55 acre campus which already has more #construction than tree cover.

Even the facilities created for #PMā€™s flagship High Speed project have been #gobbled up by Sudheer Kumarā€™s university. But every one is content with land grab as if it was the only objective.

It is sad that #Balasore has not woken up the #minister from #slumber, like all other problems, more money is now being thrown in #signal projects without breaking #cartels.

Mess Called IRMS

It is said #Minister, Mr #AshwiniVaishnaw was uncomfortable with idea of #IRMS, but, unfortunately he decided to cast his lot with same charlatans of #KMG who designed the scheme. Today, after #Balasore, officers are crying that hasty decision has already broken back and resolve of officers of all ranks.

It is better to do honest #assessment and revert. Already, #IRMS has unravelled and has resulted in almost as many verticals as were there in past. This should also be seen how #RailwayBoard ended up getting #cadre officers as #Members!

He successfully went on to ā€˜settle scoresā€™ with officers who were not on his good books.
