What will SCAM of thousands crores in purchase of Signalling Equipments cost the govt?

Will this scam affect the 2024 general election results of the ruling party due to such high level corruption of some higher level officials in collusion with the cartel of some notorious signalling contractors?

In the Month of November 2022, Hon’ble Prime Minister Narendra Modi called for “zero tolerance” against corruption saying the agencies and government officials acting against the corrupt activities and corruption need not fear or be defensive while doing their work.

Addressing an event at Vigyan Bhawan in New Delhi to mark the ongoing vigilance awareness week, Prime Minister Narendra Modi said that corruption should not escape “at any cost” and they should not get political or social protection.

Now see the corruption in Railways:

Purchase of Signalling System: Multi Section Digital Axle Counters and Electronic Interlockings are being purchased at manifold times the price of Original Equipment Manufacturers (OEMs) causing loss of about 5,500 crores annual to the Indian Railways.

Zonal Railways in the month of November 2022 to January 2023 till date have placed orders of Multi Section Digital Axle Counter (#MSDAC) on OEM directly at a basic price Rs. 2,91,000/- per piece.

Can the Railway Board and concerned Signalling authorities explain how the following purchase has been made of same item Multi Section Digital Axle Counter – through Works contract at the rate of Rs. 7,28,400/- without any value addition when the buying price of contractor from OEM is Rs. 2,60,000/- only and selling price of the same item is Rs. 7,28,400/-???

How MSDAC of Rs. 2,91,000/- is bought through Works contract from contractors at Rs. 7,28,400/- more than three times the cost???

In fact, the same Railway – North Western Railway – has purchased MSDAC through Stores for Rs. 3,20,000/-.

Vigilance report proves Electronic Interlocking of OEM is purchased for 80 lakhs and the same is sold for 5.5 crores to the railways by the contractors.

As per railway sources, there are 500 Electronic Interlockings purchased by the railways every year. “In fact, there is no role of contractors except installation as OEM supplies 100% this item”, confirm a contractor himself.

Installation cost to the Signalling contractors is paid by the railways separately as a scheduled item. There is no added value at any stage.

If this Electronic Interlocking would have been purchased through Stores directly and installation part kept in Works/EPC then the cost benefit to Railways is – Rs. 4.7 crores x 500 = Rs. 2,350 crores (Rupees two thousand three hundred fifty crores). This fact is confirmed by some junior S&T officers himself.

Postings of all vigilance CVOs has been made recently at Zonal Railways so that no complaints of such scams are entertained by them. Investigation will reveal the truth, if it will be made by the Railway Board Vigilance in direction and supervision of the CVC.
