South Eastern Railway: The Jageer of the signalling contractors

The highest level of corruption continues between the cartel of local signalling contractors, signalling officers and some particular stores officers too.

Does that mean the ‘Khan Market Gang’ (#KMG) plays under water games in all high value tenders and manipulating policies in favour of some particular contractors? It is the need of the system to be looked and checked properly by the Hon’ble Minister for Railways and Chairman/ CEO/Railway Board because the look after charge of PED/Vigilance is knowingly given to the ED/Vig/S&T who is also the part of KMG!

If the Hon’ble Minister for Railways initiates investigation then it will lead to the crackdown on corrupt┬а transactions and daily changing South Eastern Railway (SER) policies and dubious players are likely to be pushed out of the market and Railways.

#Railwhispers attaches the following document sent by SER’s CMM and PCSTE to Railway Board which reveals the policy adopted by South Eastern Railway to purchase Multi Section Digital Axle Counter (MSDAC) through the stores department.

It is seen this Railway Board Stores letter No. 2020/RS(G)/779/12 dt. 02/05/22 for procurement of items on a rate contract basis which are required for signalling projects.

The system of procurement signalling items in South Eastern Railway has been cited as an example which can be considered as an ideal system for project management related to signalling work.

In such cases of rate contract, rates are reasonable and economical as compared to works contract due to the following reasons as stated in their referred letter below which is self explanatory:

The same South Eastern Railway in the past purchased MSDAC through Works contract at the Supply rate of Rs. 5,70,000/- plus Installation cost Rs. 19,750/-.

The same South Eastern Railway issued some Stores Purchase OrderтАЩs of this item at the rate of Rs.3,14,500 including Supply and Installation.

The same South Eastern Railway highlighted in the month of APRIL, 2022 the urgency and requirement of the item MSDAC.

The same South Eastern Railway floated following Stores tender No.: 56225321 Closing Date/Time: 07/09/2022 for Supply, Installation, Testing and Commissioning of Multi Section Digital Axle Counter (MSDAC) confirming to RDSO Specification No. RDSO/SPN/176/2013/Ver.3 or latest as per details in Annexure-A for Auto Signalling Work in SER.

1. Even after your strict instructions, Why the Stores tender finalization is delayed and not finalized even after 85 days of closing of the tender when the Railway Board Stores Shiels Criteria also speaks about tenders to be finalized within 45 days from the date of closing of tenders?

2. Why the Stores department senior officials are being pressurized by Senior Signalling officials of SER in collusion with Signalling contractor to discharge the Stores tender and purchase through Works tender, when it is proven through above facts that there is loss in hundreds of crores by purchasing through Works compared to Stores and which is also substantiated through S.E.Railway letters to Railway Board and Works order Rates?

South Eastern Railway has also violated its own policy and recommendations on 28/29.11.2022 by issuing this letter. This contravenes the basic foundation of trust in officials of #SERailway. How a #PCSTE has first been transferred from Delhi to SER to help a particular Signalling contractor and how he is paying off his debts is visible with this order of purchase policy by SERailway.
