We also requested the Hon’ble Minister for Railways (MR) and Respected Chairman & CEO/Railway Board (CRB) for independent review on the issues we have raised. Some of the issues were silently reversed, indicating how Hon’ble MR and CRB were bluffed in the first place.

In the following particular cases, Khan Market Gang (#KMG) hastily reversed their decisions:

тАв How could the process be so manipulated that while making Amitabh Banerjee as MD/IRFC, his FIR by CBI was overlooked? Why then Member Finance (MF) was given an extension after making this selection?

тАв Bonhomie of then CRB, MF and PED Vigilance is well known. PED Vigilance and MD/IRFC had to be summarily sacked. CRB denied extension but how the MF got extension and elevation later?

тАв How could the system be so manipulated that Satish Agnihotri, like Advisor-MR brought back into the executive position long after retirement, that he had to be sacked summarily?

тАв How could the system be so manipulated that the very important post of Chief Vigilance Officer (CVO) at RDSO was given to an absconder? Why past practice of giving dual charge to CVO of other unit and relieving officer whose appointment was illegal not followed?

тАв How was the Accounts Department at the Railway Board waiting for our expose to transfer FA&CAO/Con from NFR?

Vitiated Process Continues..

The Empanelment of 1987 batch for L-16 and selection of Members and DG is now in process. Focus has shifted again to the vitiated process as highlighted above on grounds of probity, transparency, administrative clarity, integrity and prudence.

It is learnt that 360 degree review panel has been expanded to include again a retired Stores officer. One fails to understand how an officer can never be exposed to the pressures of train running and taking decisions from the front line in his career be considered for scrutiny of future Members and GMs?

If this is true, this betrays a total lack of understanding where apples and oranges are getting equated. As an officer mentioned, IIMs may be good, CAT exams may be good, but can they capture grit as done by NDA, IMA? Selling soap and toothpaste and making profit from them is different from what soldiering means!

However, Adviser saheb aka #TenderMan sees everything as a tender and there is no other attribute of leadership now left in eyes of these officers who have spent more than 50 years cumulatively in just one building – Rail Bhawan – please Read again – Kalyug – Now Train Climbs Platform and Kills.

The followings is our feedback:

тАв Manoj Pandey/IRPS: Known as spineless but to be extremely docile, never known to have taken a stand. He is rumoured to have confided that he selected as told. This is in line with his past – fall in line with bosses.

тАв Arun Sharma/IRSME: Serious allegations of corruption against him.

тАв Sharad K Mallik/IRAS: Serious allegations of corruption which led to truncated tenure at Rail Bhawan. He allegedly got furnishing of Mr Lalu YadavтАЩs house.

тАв Satish Kumar/IRSE: He has served as secretary but was never considered to be a person who was exposed to decision making which a General Manager and a Member has to take. He was a Man of files only in his total service.

Clearly all these officers lack #OLQ (Officer Like Qualities).

Serious questions of probity and prudence:

In Government of India, looking after officers avoids taking decisions on tenders, policies, transfer & postings. Now look at the following two serious anomalies:

тАв No member in Railway Board has the grade of Secretary, Govt of India.

тАв Each member is a junior officer not considered fit to become a General Manager which is a position junior to what he is holding.

With the above two anomalies, this Board has decided on large tenders which kill options of their successors of any review. Please remember, that such a hasty decision of #TenderMan, who has never been a bystander, meant Indian Railways avoidably spending 30-40 thousand crores – purchase + maintenance of diesel locomotives from Marowra factory.

Surprisingly, this Lalu family constituency was given a mega project whereas Indian Railways started idling its own fleet of 5500 diesel locomotives!

Also, as ironically Lalu’s constituency gained at the cost of the PM’s constituency – why no one asked where the site survey committee reports before deciding the tender?

Why is there a lack of basic appreciation or looking after Members are so greedy of post that they overlooked this basic cardinal principle?

This immatured Board has immorally decided on contentious issues of SLTs, sleeper procurement, signaling technologies, rolling stock tenders etc.

Minister Saheb, CRB sir please Note-

Hon’ble Supreme Court even questioned decisions of Cabinet in 2G and CoalGate! Hearings on probity of selection of Election Commissioner began on 23rd November in Hon’ble Supreme Court.

Rush to do tenders by officers who have been picked and chosen has let off a whiff of bad odour – every purchase decision now stinks.

It is a matter of alarm that each deciding signature on these policies and procurements is by officers who do not hold that chair on their own merit or sit there following established processes. Now if some of these officers do get elevated on new norms, it would be seen as quid pro quo. Hastiness which was the hallmark of #Transformation Frankenstein, has vitiated each and every decision.

Sirs, If you cannot get rid of #KMG, do not bring Members on time and on merit the validated process remember the predicament of ‘bechari’ Smt. Soumya Raghavan & ‘bechara’ K. D. Mainroy. These decisions of procurement will stretch over many years when #TenderMan would not be in the system to intimidate and CRB would be different.

Respected CRB sir, you may be honest and totally devoted to the work but by allowing yourself to be manipulated, by your failure to speak for the officers below you, you have let down the system which gave you this chair.
