Rajeshwar Upadhyay is the India Head of a small Canadian company Multi-Health Systems Inc. 3770 Victoria Park Ave. Toronto, ON M2H 3M6. Yet this company was given a contract on single tender basis. Why was the company favoured? Was it because Mr Rajeshwar Upadhyay is the PhD guide of Sudheer Kumar in the Indian School of Business? Was it in return for the Foreword that Rajeshwar Upadhyay wrote for the Book “Not a Bystander” of Mr Sudhir Kumar?
Question needs to be asked whether other specialist companies in the area of EQ Test were considered before the Academy of Applied Emotional Intelligence, headed by Rajeshwar Upadhyay was selected on a single tender basis? IsnтАЩt there a conflict of interest in selecting an unknown company on single tender basis when the association of the companyтАЩs CEO is established with the Advisor to the Railway Minister?
This favour to Rajeshwar UpadhyayтАЩs company should be investigated by the CBI and until the conflict of interest is ruled out Sudhir Kumar should be kept out of the Railway MinisterтАЩs office.
It is also a matter of concern that Emotional data of senior officers of Railways, Government of India is being handed over to a foreign company. Questions need to be asked whether a clearance for the same has been taken from the DOPT, IB, or PMO for such a breach of privacy of senior Government officials. It is clear such data can be used to manipulate decisions of such officers against national interest.
Now, coming back to the contents of Sudheer KumarтАЩs book –
The Prime Minister has been misled to publicly mention that the Madhepura model is successful. Mr Sudhir Kumar, Advisor to Railway Minister, whose book was released by Minister for Railways Ashwini Vaishnaw himself mentions Madhepura as the initiative of NDA Government. This is totally incorrect.
In fact, the architect of Madhepura model was late IAS officer Gajendra Haldea, an Advisor in Planning Commission, who envisioned this as a pure procurement contract, i.e. not investment. The project was conceptualised during the tenure of Laloo Prasad Yadav, when he was the Railway Minister.
Finally when this was awarded the following was the crux of the model:
Finally when the contract was awarded, an assured business of Rs. 25,000 crores was given to the successful bidder M/s. Alstom on a negligible investment of just Rs. 500 crores by the company.
The so-called ‘Successful’ Madhepura model has been further refined and even the minimal investment earlier needed has been done away with as can be seen above – neither corporatization nor privatization – total plain parasitic model.
Mr Sudhir Kumar has already driven the Railway Ministry to further commitments of Rs. 40,000 crores and if Dahod and Varanasi projects are awarded further than Rs. 50,000 crores will be committed.
The Varanasi project for 800 Electric Locomotives of 12,000 horse power is a blatant favour to M/s. Alstom. Alstom already has developed the technology at the cost of Indian Railways, has established the supply chain in India and has complete management and technical manpower and infrastructure in place.
There is no doubt the Varanasi project will be grabbed by Alstom since it will be the lowest bidder without doubt. Thus Alstom will be richer by nearly 25,000 crores only on sales of exactly the same locomotive that it produces in Madhepura and a further 25,000 тАУ 30,000 crores as long term maintenance charges.
Please examine the original files of Madhepura to understand why even corrupt UPA government also did not feel it prudent to decide the case.
Likewise, the Dahod Electric Loco Project which will manufacture 1200 locomotive of 9000 hp each will be a burden of another Rs. 50,000 crores on Indian Railways. Mr Sudhir Kumar has committed more than one lakh crores by way such tenders and orders placed without any technical or financial oversight.
Out of 4 members Board + one CEO, Member Traction & Rolling Stock (MTRS) is not available since almost one year and current one is on looking after arrangement, Member Finance was on extension for 6 months and then on looking after arrangement, Chairman & CEO came with 6 month balance service.
All mega tenders have been in the area of rolling stock. Incidentally, Member Infrastructure is also in looking after arrangement. Entire top leadership is absent while these decisions have been taken. In no other Ministry such a thing has happened.
Railway’s Khan Market Gang:
Mr Sudhir Kumar, Jitendra Singh, Naveen Kumar are three officers who have spent more than 15 years on the Railway Board. Mr Sudhir Kumar who tried manipulating APARs of his 10 batchmates to supersede them is now at the helm of affairs after retirement.
Despite cabinet decision to grant apex grade to all General Managers, he (Sudhir Kumar) ensured that decision is not implemented at Railway BoardтАЩs behest. He has been at the core of problems which he seeks to solve. Because he did not become a GM and a Member of the Board, he has ensured no one becomes a GM or a Member.
These officers have been working with Apex Level since 2014 – though Mr Ashwini Vaishnaw is 4th Railway Minister, this team is the same throughout. This team is manipulating 360 degree and resulted in a round loss of morale.
