Exposed red handed victimization of Chief Signal & Telecom Engineer, Construction, South Eastern Railway (CSTE/Con/SER) due to collusion between leaders of contractors running the Signalling cartel.
#Railwhispers was aware of such threats, and also informed Railway Board MR Cell well in advance. The officer concerned threatened to face dire consequences, did his duty and was punished, and transferred immediately.

Grave injustice was done in the recent past against some officers by the above collusions between leaders of contractors running the Signalling Cartel in the Railways.

In fact, intercepting the call records of the Railway Board’s landline number 011 2338 2657 will prove that after office hour the calls were made to intimidate the officer with threats for his immediate transfer if he did not pay illegal allegiance to them under the name and behest of the Hon’ble Minister for Railways.
Further we have been following up from officers of SER that time and again this officer was pressurized by PCSTE/SER to favour the some Signalling contractor and decide tenders in their favour by meeting them.

As per reliable sources, tender committee (TC) members has time and again delayed finalization of tenders by not making decisions for months and keeping the tender files with them and continuously referring back files with invalid justifications and making a scapegoat of delaying the process.
The approval of many technical requirements has been intentionally delayed and the works have suffered, and once again the officer has been charged with the false allegations. File notings reflect the facts.
According to office sources, the officer concerned was being forced by contractors and PCSTE/SER to float MSDAC tenders through Works and not Stores, and when this officer refused to accept purchase of MSDAC at double and exorbitant prices, and issued demand for purchase through Stores, and that also clubbing of demands for economical purchase, he is punished with transfer for not obeying the corruption involved.
“There is no justification for such transfer as is done just because he did not accept the threat and verbal instructions of his senior officers for the following issues to support their collusion with the particular signalling contractor!” said a senior official of South Eastern Railway.

“Investigating the files will reveal the timing at which he is transferred as the tenders were about to be finalised qualifying the PSU and now with his transfer the corrupt Signalling contractor who already has vigilance investigations going on in SER, ER and many other Zonal Railways for illegal variations of upto 100% of his original contract value with short supply etc can benefit”, sources said.
Investigations will reveal that he is an expert bureaucrat who has been made scapegoat of the wrongdoings of his senior officers who, have now with Approval of the GM/SER transferred him and placed the CSE/GRC/SER who – as per sources – is a doubtful integrity and tainted officer with vigilance cases in his position so that he can obey the corrupt verbal advises of the seniors.
It is known that the officer has been put in this position at the behest of his senior who is in the pay roll of illegal gratification of the Signalling contractors who has influenced the senior to recommend such transfer.
The Minister for Railways, Chairman/CEO, Railway Board, CVC, PED/Vigilance, Member Infrastructure, AM/Signal and the General Manager, South Eastern Railway is requested to immediately intervene to stop such injustice and victimization of the officers as available records on file prove the facts that such unjustified action is a totally biased and will demoralize Railway officers throughout the Indian Railways who try to fair and legal work and not get influenced by illegal verbal threatening of their seniors, and not accept illegal gratifications from corrupted cartel of contractor.
