High level manipulation in the tender is worth Rs. 238 crore!
Railway PSU IRCON floats tenders worth Rs. 238 crores. The bidding conditions are kept in such a way that only a few preferred firms can participate.
It is a matter to note that more than 80% (i.e.approx. Rs. 200 Crore) of the tender Estimate is Telecom work and still the eligibility condition of the tender is of “Electronic interlocking” which is part of the Signaling Portion (Rs.38 Cr) and has nothing to do with telecom work.
It is surprising that even established, qualified and leading telecom companies and PSUs could not qualify the tender eligibility criteria.
The Railway owned PSUs have raised these issues in writing to IRCON Tendering Authority, but the bidding was closed without bringing necessary amendments sought.
Railway Board is requested to review this tender and cancel it immediately.
IRCON should be asked to refloat the tender after suitably changing the eligibility condition so that there is a competitive bid and public exchequer is saved.
As per the opinion of knowledgeable people, the tender should be divided into technology-wise work schedules to create level playing field for bidders, so that reputed and qualified firms can participate.
As per the reliable sources, railway PSUs – RailTel and RVNL – both have complaints about the tender conditions but these complaints are not in the knowledge of CMD/IRCON because the same has not been forwarded to him by the CGM/S&T/IRCON.
All related or concerned officers – including Railway Board – have threatened by connivance of a big player to keep quiet and not to interfere in this matter, that’s why they are keeping mum.
