Stop high level corruption in the name of inspection!
If there are inspection cells like CLW, all these cells should also be shut down because to ensure the standard material supply as per RDSO specifications, is the responsibility of the suppliers and the officers concerned
A high level corruption is going on in Chittaranjan Locomotive Works (CLW) in the name of inspection. These four so called Inspections cells, or it can be said – Corruption Cells – are working at Delhi, Mumbai, Kolkata and Bengaluru.
One Senior Administrative Grade (SAG) level officer and among 10 to 15 group ‘C’ & ‘D’ employees are now posted at each cell.
Minister for Railways and also Railway administration should look into the following points –
1. There are four places of Inspection Cell for CLW. In each Inspection Cell 10 to 15 staff – Group ‘C’ & ‘D’ – is posted.
2. SSE and other staff – average payment more than 10 lakhs per month + Travelling Allowances + City allowances.
3. One Officer SAG Level – 2,25,000 + DA + HRA + City Allowances per month for the four officers of each cell.
“The above expenditure by the Railway is of total waste”, said a senior officer.
Whereas all materials are supplied as per specification of RDSO/Lucknow, standardized material, known as stock items is continuously used since a long period in loco production for CLW/CRJ.
Then what is the requirement of expenses for the above said lakhs of revenue each month of the Railway?
These so called Inspections is only a source of collection of illegal money, cut money or commission money from suppliers.
Therefore, the need of the hour is to look into the matter for a better way to stop high level corruption in CLW/Chittaranjan in the name of inspection and also cut the size of group ‘C’ & ‘D’ staff, and scrap the SAG level post in these so called inspection cells to reduce the expenditure of the Railways.
And, if there are inspection cells of ICF, RCF, MCF, BLW and PLW like CLW, all these cells should also be shut down immediately because to ensure the standard material supply as per RDSO specifications, is the responsibility of the suppliers and the officers concerned.
It is a known fact that similar inspections are carried out by RITES as well, then what is the justified purpose of these other cells to exist which is nothing more but a cumbersome burden on the system resources.
