Indecorous behavior of Commissioner of Railway Safety, Western Circle

Western Railway Officers’ Association (WROA) writes a letter to General Manager, Western Railway on 8th August 2021 about the indecorous behaviour of Mr R. K. Sharma, CRS/WC. Association writes that the Commissioner of Railway Safety, Western Circle vide letter no. CRS/WC/2021/Misc. dated 19.07.2021 informed to hold Review Meeting with HOD/Dy. HODs of CN/WR Deptt. agenda items were circulated vide CRS/WC office letter dtd. 01.06.2021.

The Meeting was scheduled on 30.07.2021, but postponed to 04.08.2021. Construction Organization prepared the PPT on the Agenda items.

The Meeting was held on 04/08/2021 at 11:00 hrs., was attended by Dy. HODs of HQ Construction Deptt. based in Mumbai and all SAG & above. Mr Anand Kumar, FA&CAO/C-II/WR while politely expressing his professional views consistent with the Codal provisions on a particular topic of the discussion encountered unexpected hostility from Mr R. K. Sharma.

CRS responded with high-pitched humiliating verbal indecency and told Mr Anand to “shut-up”, “get-out” etc. Mr Sharma then shouted at Mr Kumar repeatedly with direful wording sentences, “Main tumhe batata hoon”, all for no reason, which shocked everyone in the meeting.

The threat cannot be taken as to Mr kumar alone. His threat needs to be looked in wide perspective and automatically translates as open threat to each and everyone whosoever tried to speak anything contrary to his self-made Rules or seems an obstruction to his designs and schemes.

The incident left junior officers shaken and executive Department officers under great trepidation. It is learnt that the Meeting is re-convened on 09.08.2021 at 11:00 hrs. in GLO, Conference Room.

With regard to the above, it is worth mentioning here that the Meeting was convened at Mr SharmaтАЩs behest. The issue of discussion was regarding an established procedure/Codal provision. Being Convener, Mr Sharma should have listened patiently and the put his view point.

The incidence and whole episode left everyone bewildered about the real purpose of the Meeting as others genuine viewpoint was not listened rather was threatened. His outright outburst and use of ultimate demeaning, disgraceful, threatening words shows that no gainful purpose will be served by holding Meetings with him, more so, keeping in view his hegemonic, one up-manship behavior even with higher Authorities.

He has been displaying blatant unaccountable, authoritative and uncontrolled high handed behavior unabashedly towards the officers during Inspections as brought out in last Resolution on 04.08.21.

When he threateningly disrupted his own Convened Meeting, displaying scant regard to the called participant officers, no gainful purpose will be served by holding the proposed Meeting on 09.08.2021. His actions at the Meeting on 04.08.2021 are sufficient testimony to this.

The sheer fact that Mr Sharma, in the Authority as CRS/WC has got enormous powers to ruin the carriers of the officers and make their life hell, at one stroke of pen, the open threat scared the officers present, to the core and the officers who listened this fearful open threat and past humiliating incidents.

This is not mere apprehension but a fact which officers are suffering at the hands of this vicious person since his joining as CRS/WC, affecting the mental health and working efficiency of all the officers in general.

In view of the above, WROA, therefore, unanimously passed the Resolution that General Manager is requested to kindly –

“Postpone the proposed Meeting on 09.08.2021, to pursue Resolution passed in extra-ordinary GBM dtd. 04.08.2021 to take up the matter at appropriate level to transfer Mr Sharma to some other Circle and to ensure Mr Sharma to be decent with the officials during the Meetings and Inspections in future and in worst case scenario, allowing officers to leave the Inspections/Meetings en-masse in future in case indecent behavior is encountered again from Mr Sharma.тАЭ

The above letter digitally signed by Aditya Kumar, vice-president/WROA & CPO/Adm, Parikshit Mohanpuria, Treasurer/WROA & DGM/G and Anand Kumar, General Secretary/WROA, Secretary/FROA & FA&CAO/C-II, Western Railway.

Earlier, on 7th August 2021, WROA also written a letter to the GM/WR on the same subject – In this letter, the following few instances referred by the WROA –

1. He (CRS/WC) misbehaved with DyCEE/Construction, Ratlam, a JAG lady officer, during the inspection of the project, in front of large number of gathering of staff, contractors and officers.

2. Similarly, COM/G/CCG/WR, nominated SAG officer to accompany during inspection, was insulted.

3. During pre-inspection briefing with the Divisional, Nominated and Construction Organisation Officers, he told CSTE/W/CCG, (NF-HAG officer) to get out from the inspection.

4. During another incident, he humiliated CEE/Plg/CCG (NF-HAG officer) by not permitting him to sit on chair, in front of a large number of officers, including junior officers.

5. His arbitrary, irrational, self-made rules working contrary to Codal provisions and Policy guidelines is affecting Administrative efficiency and has caused great damage to the institution of CRS.

6. He cancelled sanction of one Station for reason contrary to the Railway Board policy guidelines and restored the same when entire Administration bowed to the dictates.

7. He constantly utters ultimate demeaning expletives of choice unabashedly, called one sincere JAG officer “Gadha” for no reason.

When contacted by the “#Railwhispers”, Mr R. K. Sharma, CRS/WC denied all above allegations and said, “how I can inspect a project in a day which is pending for four years! I must ask the copy of the related work for the project. I didn’t misbehaved with any of the officials, actually the officer who is not concerned with technical matters misbehaved with me in the official meeting saying that the CRS can not enter the Railway premises without prior invitation.”
