Delayed DPCs – a serious concern for the Railway Administration
Group ‘B’ officers do not get the status of Group ‘A’ because of their retirement on account of delayed DPCs -S.K.Bansal
Retd CRSE and ExPresident of IRPOF S. K. Bansal written a letter to the Chairman, Railway Board V. K. Yadav, Member Staff and Secretary, Railway Board on the above subject.
Shri Bansal writes, we have come across few reminders to all Zones/Units, asking for APARs and other details for finalisation of DPCs of Group ‘B’ officers pending for more than 4 years i.e.2016-17, 2017-18, 2018-19 & 2019-20.
While such letters are welcome but these letter are conveying a information of serious concern too. This is, the information in the body of the letter conveyes that this information was sought from Railways, as back as May-2017, and this reminder tells us that information is still pending in Oct.2019, i.e. 2.5 years after.

It is further important to know that all these papers pertain to 2016, 2017 yrs.It is further revealing that majority of papers pending pertain to full 5 yrs belonging to the year 2011 and after.
I feel no further proof is required to show the seriousness of zones and administration for finalisation of DPCs of Group ‘B’ officer.
Shri Bansal wrote, I request you to kindly view this, with the fact that since 01.01.2018 to 31.10.2019, as many as 3000 approx promotions were made from JAG to HAG, by collecting the APARs & other. Moreover for these promotions latest details were reauired, whereas for Group ‘B’ officers detailes required were of 8 to 3 years old.
He writes, My intention is not to make complaint about this and to find for the responsible persons, but my request is that all this, deserve, atleast to be gone into deep thought and fix the ways and means to ensure expedious DPCs, for group ‘B’ officers.
He said to the CRB, I am sure that yourself and the administration shall take this feedback in proper and positive perspective and relieve Group ‘B’ officers from there many serious matters of injustices as such delays are not causing to harm them in money only, but is resulting permanent losses in their pension and retirement benefits apart from loosing their pride of status as a large number of group ‘B’ though, clearing the DPCs after long years of service, do not get the status of Group ‘A’ because of their retirement on account of delayed DPCs. This is the need of an urgent consideration.
