In the decision of Appointment on Compassionate Ground of Wards of deceased / Medical invalidation employees who are Diploma Holders, there is something missed by the Railway Administration.

Instructions have been issued vide Rly Board’s letter No. E(NG)II/2000/RR-1/47, dated 03.08.2001 (RBE No. 152/2001), laying down the educational qualification for recruitment to JE-II posts in scale Rs. 5000-8000 as Diploma in Mechanical/ Electrical/ Electronic Engineering.

In the above context, Item No. 23/2005 has been tabled by the staff-side in the PNM/NFIR stating that wards of deceased employees who are Diploma Holders are not being considered for the post of JE-II and are being offered lower posts.

The matter has been reviewed and it has been decided that compassionate appointment of wards of deceased employees, who are diploma holders should normally be considered for JE-II post subject to the availability of vacancies and the candidate been found eligible and suitable for the post.

In the above context, Now the question is, How the technical diploma holders were given offer of appointment as clerk, even though having medical fitness of A-2?

Such cases should be reviewed and JE post to be given them too immediately.

Engineering diploma holder posted as clerk on compassionate grounds only due to mistake of screening committee and personnel branch officers.

Railway Board has to utilize such staff as Junior Engineers.
