हर बात के लिए रेल प्रशासन को कठघरे में खड़ा करने के बजाय रेलकर्मी खुद की भी जिम्मेदारी समझें

kanafoosi.com की मुंबई सेंट्रल स्टेशन पर कल 22 अप्रैल की सुबह रेलकर्मियों की भीड़ को लेकर की गई ट्वीट का संज्ञान लेते हुए पश्चिम रेलवे ने तत्काल चर्चगेट से विरार के बीच चलने वाली वर्कमैन स्पेशल के लिए एक जॉइंट प्रोसीजर ऑर्डर (जेपीओ) जारी कर दिया है, जो इस प्रकार है-

Joint Procedure Order (JPO) for running of workman special during lockdown period for Railway staff

The following JPO is to followed for the run of workman special between Churchgate to Virar (CCG-VR) for ensuring proper physical distancing and boarding-de-boarding by Railway staff-

A – SrDSC:

Arrange RPF staff at entry points of station to allow only railway employees holding valid ID cards. They will also check the temperature by thermal guns before allowing entry of staff into the station. Wearing of masks by the personnel should also be ensured.

To ensure proper social distancing in coaches station wise accupancy data of last 10 days will be provided by traffic control to RPF control through which RPF can analyse and distribute the staff in different coaches from different stations.

At major stations RPF staff to ensure proper boarding and de-boarding of railway personnel’s.

It should also be ensured that physical distancing rule is followed during boarding and de-boarding of staff at all halt stations.

At exit points of stations RPF should again verify the ID cards of the personnel exiting the station from workman special to ensure that only railway personnel have traveled.

B – SrDCM:

TTE’s are deployed in workman special for surprise checking of ID cards and for ensuring physical distancing in the coaches.

Centralized announcements to be ensured for creating awareness of physical distancing at stations.

TTE’s should ensure that not more than 40 persons/GS and 10-19 persons in SLR should board. This is to ensure that proper physical distancing is maintained in the entire workman special.

C – SrDOM:

Four additional coaches will attached to workman special taking the load of the train of 18 coaches (2 Loco’s + 14 GS + 2 SLR).

As the workman special runs in the local line where the platform lengths are 12/15 coaches only, some coaches of workman special will remain outside platform and staff have de-board there only.

At Churchgate (CCG) train will be received on platform no. 3 DN/TH line and after route release by S&T staff will be started on authority/written memo.

All Branch Officers (BO’s) to assess staff needed to ensure that proper physical distancing is maintained in the train.

रेल प्रशासन द्वारा बहुत व्यवस्थित तरीके से फिजिकल डिस्टेंसिंग की उपरोक्त नियमावली जारी करके अपनी व्यापक जिम्मेदारी दर्शाई गई है। अब रेलकर्मियों की खुद की भी जिम्मेदारी बनती है कि वह भी अपने स्वास्थ्य का ध्यान रखकर कोरोना नामक महामारी से बचाव के लिए सामाजिक (सोशल) नहीं, बल्कि शारीरिक (फिजिकल) दूरी बनाए रखें। हर छोटी-छोटी बात के लिए रेल प्रशासन को ही कठघरे में खड़ा करना उचित नहीं है।
