The functioning of the Indian Railways Construction Organisation, particularly within the East Central Railway (#ECR), has come under heavy fire following a startling whistleblower report. The input alleges that the ECR construction wing has essentially morphed into a “Contractors Organisation”, where decisions are dictated by the whims of crooked contractors while honest and efficient contractors are sidelined.

Chief Administrative Officers (#CAOs) are accused of operating as “Contractors Agents cum Operatives”, prioritizing financial gains for private contractors over genuine railway interests. According to the report, CAOs are aggressively pushing high-value contracts through non-EPC modes without required approvals from the Railway Board, while acquaintances and relatives are systematically accommodated in various positions such as PSSA and PMS contracts.

Routine extensions have become standard practice, and designs and drawings are deliberately finalized only after tenders are awarded to facilitate massive post-tender variations.

The whistleblower highlights that almost all contracts witness abnormal variations ranging between 40 to 50 percent, pointing towards abysmal planning and raising serious questions about post-tender favoritism.

Despite massive capital investments pouring into Indian Railways over recent years, project prioritization remains flawed. New railway lines and bridges are being commissioned at speeds far below their originally envisaged capabilities, driving up project costs multiple times over and raising concerns about widespread financial leakage.

Key flagship initiatives have also suffered; for instance, Amrit Bharat Stations foundation stones laid by the Prime Minister in August 2023—originally slated for completion by May 2024—remain far from achieving their goals across the ECR zone. Massive infrastructure additions in Sonpur and Danapur have failed to translate into tangible passenger facility improvements on platforms.

The redevelopment work at Gaya ji station has drawn specific criticism for causing prolonged disruptions to passengers and deploying excessive steel tubular structures that offer little functional utility to commuters while posing severe, expensive long-term maintenance burdens. The report calls for an independent audit of the Gaya ji station redevelopment, noting stark contrasts with faster, uninhibited infrastructure projects like the Patna Airport expansion.

Furthermore, the electrical and Signalling & Telecommunication (S&T) departments within the construction wing are alleged to be hotbeds of irregularities, with payments reportedly cleared without material supplies using fake challans, demanding thorough investigations by the CBI and GST authorities.

Concluding the critique, the whistleblower describes the ECR construction ecosystem as functioning akin to a mafia network, urging an immediate overhaul. The input strongly recommends removing current CAOs with short tenures and replacing them with officers of impeccable integrity who have at least three remaining years of service, aiming to eliminate caste equations and money-driven management from the system entirely.
