Compromising the Cadre: How Railway Board Orders Face Verbal Holds and Quiet Cancellations
Delhi: The integrity of the #transfer and #rotation framework in #IndianRailways has come under intense scrutiny following recent developments concerning Senior Administrative Grade (#SAG) officers of the Indian Railway Service of Electrical Engineers (#IRSEE). Despite clear Presidential orders and established rotation mandates, high-level administrative interventions continue to shield select officers with decades of uninterrupted tenure in single zones.
The Central Railway Impasse: Ved Prakash
On August 17, 2026, the Ministry of Railways issued official transfer order No. E(O)III-2026/TR/382, communicating Presidential approval for the transfer of #VedPrakash, SAG/IRSEE, #CentralRailway (CR), to Chittaranjan Locomotive Works (#CLW) to be posted in the cadre.
Reliable administrative inputs indicate that the officer’s release has been verbally withheld at the highest executive levels (#CRB & #MTRS). Ved Prakash has remained posted within Central Railway almost continuously for 24 years since his initial induction into the service. The issuance of an official Presidential transfer order followed immediately by verbal non-compliance raises serious questions regarding administrative discipline and the enforcement of cadre rules.
The Southern Railway Reversal: Sameer Dighe
A parallel situation unfolded in Southern Railway (SR) involving #SameerDighe, SAG/IRSEE, who has similarly spent nearly 24 years in the same zonal administration:
- Initial Transfer Order: Vide order No. E(O)III-2026/TR/190 dated April 22, 2026, Sameer Dighe was directed to be transferred from Southern Railway to CLW.
- Administrative Reversal: On August 11, 2026, the Railway Board issued a subsequent order under the same reference number cancelling Item No. (1) of the April 22 order with the approval of the President, effectively retaining him in #SouthernRailway following extensive lobbying involving a former MTRS/MInfra.
Systemic Breach of Rotation and Transfer Guidelines
Under the Comprehensive Transfer Policy for Railway Officers and statutory Central Vigilance Commission (#CVC) directives:
- Continuous stay at a single station or zone beyond prescribed limits is prohibited to prevent the entrenchment of vested interests.
- Controlling officers are administratively mandated to relieve transferred officers within a fixed timeframe once transfer orders are notified.
When formal transfer orders issued under the authority of the President of India are subjected to informal verbal holds or discretionary cancellations, it undermines cadre management and demotivates officers adhering to mandatory transfer cycles.
