We have repeatedly submitted that current government despite its enviable track record of decision making and taking bold and historic decisions, has been flummoxed by the babus of Indian Railways.

Case No. 1

A former #CRB-cum-CEO, Ms. #JayaVarmaSinha is appointed member of #CAT at Ernakulum—a decision taken by a search cum selection committee under a sitting judge of Hon’ble Supreme Court. She does not join and takes up advisory role at Centre for Railway Information Systems (#CRIS)—even after debarment for three years—a decision which came under heavy cloud.

Her refusal to join #CAT/Ernakulum was traced to her unwillingness to leave Delhi, sources reveal. #DoPT in its order dated 7 November 2024 clearly debarred her from appointment for three years in any autonomous/statutory/regulatory body with effect from 21.10.2024.

Para-5: “In terms of the provisions of EO-Division’s OM dated 16.07.2009, Ms. Sinha is hereby debarred for a period of 03 years with effect from 21.10.2024 for consideration for appointment outside the cadre and in any Autonomous Body/Statutory Body/Regulatory Body.”

The copy of the letter was marked to the #PMO and #Cabinet Secretariat—the highest offices of the Government of India.

It is not out of place to mention that when she was made the Chairman-cum-CEO, #RailwayBoard, she had residual service of just one month—she was given extension of eleven months and she served for one full year.

Lo and behold, on 15 December 2025, before this cooling off period of three years she was sworn as Chief Information Commissioner. What special competence is brought on the table by this? Is time of serving Hon’ble Justice of the Supreme Court has no value? When you have submitted to screening process at this level, why retract? Is it even ethical to re-employ after spurning the earlier CAT order when DOPT barred this retired officer for 3 years from holding such an office? Is entire topmost judicial and administrative machinery of India subservient to a retired already heavily favoured babu?

Conclusion:

  • Some people will be more equal than others.
  • If this can be level of manipulation while out of service, one can only dither in imagining what goes when they are in service.

Case No. 2

#ACC grants Level 16 to Managing Director of NCRTC on 17 February. Till date the appointed incumbent has not reported.

If highest level of appointments are treated like this, how can rank and file of ordinary hardworking officers who have no ‘links’ feel confident? If senior most people behave like this who will inform senior leadership about the work done by silent officers?
