A CBI Trap in Central Railway—GM & SDGM in Dock
This is yet another classic example of how failing to rotate officers meaningfully leads to entrenchment

Reliable sources have revealed that the Central Bureau of Investigation (#CBI) in Mumbai successfully apprehended a senior electrical officer at the Central Railway Headquarters on Monday, 9th March, 2026. The Chief Electrical Distribution Engineer (#CEDE) was caught while accepting certain consideration—as per sources about ₹5 lakh—for deciding a tender. While we’ve confirmed the information, we’ll wait for the FIR to be filed before revealing further details.
This is yet another classic example of how failing to #rotate officers meaningfully leads to entrenchment. This officer—recruited as JE—became the right-hand of all Principal Chief Electrical Engineers (#PCEE) and was recognised as a valuable ‘service provider’.
Unfortunately, #CentralRailway is currently staffed and filled with such entrenched officers. The current looking after General Manager (#GM) and the Senior Deputy General Manager (#SDGM) are both of this category. The arrest at HQ demonstrates the compromised #Vigilance organisation of Central Railways.
It’s well-known that several officers in vigilance demanded consideration from divisional officers. In one such case, we passed whistle-blower’s inputs to the then General Manager who promptly removed the officer despite pressure from successive SDGMs. SDGMs seem content with their ‘sewa’ and ‘ego massage’ without having need of taking any fruitful decision.
The same is true of the #Traffic Department where an earlier cadre-controlling officer ruined the #cadre by keeping officers in one city for decades, even by transferring elements from other divisions.
With the General Manager’s post vacant for several months, Central Railway is currently rudderless.
It is also a fact that Central Railway HQ is excessively staffed and occupies prime real estate of Mumbai. It would be a better idea to transfer these officers to Divisions and make them work. Most of these officers joined at Mumbai as inspectors and supervisors, and even Junior Engineers (#JE)—like above trapped CEDE—and now proudly continue as HODs and Deputy HODs.
Delhi’s decision-makers are compromised and derisively labelled All India Delhi Service (#AIDS) and Khan Market Gang (#KMG). What more can we expect? Not long ago #RailwayBoard vigilance was transformed into the biggest #Mafia of the Indian government.
Vigilance department’s consistent failure to apprehend and contain such #charlatans demonstrates their incompetence and complicity. As we’ve demanded, questions should be asked of the SDGMs of railways where CBI register cases. These SDGMs aren’t maharajas who simply avoid making decisions in their careers and become rent seekers. Would the General Manager and SDGMs of Central Railway be asked to explain their career decisions?
