मंडलों का मुख्य काम ट्रेन ऑपरेशन है—कंस्ट्रक्शन नहीं!
आख़िर रेलवे बोर्ड करना क्या चाहता है? स्टेशन डेवलपमेंट पहले #IRSDCL के पास था-उसे बंद कर दिया-ठीक किया। फिर यह काम #गतिशक्ति यूनिट को पकड़ा दिया-जबकि यह उसका काम था ही नहीं। स्टेशन डेवलपमेंट का—रेलवे का—प्रारूप कहीं से भी प्रधानमंत्री की गतिशक्ति की परिकल्पना से मेल नहीं खाता।
पहले तो कोई यही नहीं समझ पाया कि क्यों यह काम ओपन लाइन कंस्ट्रक्शन को नहीं दिया। पहले जब गतिशक्ति यूनिट बनी, तो रेलवे बोर्ड ने इसे मंडल रेल पबंधकों को सौंप दिया और मंडल के दैनंदिन कामकाज में सीधा दखल देना चालू कर दिया।
यहाँ तक कि डीआरएम के लिए गतिशक्ति के लीपा-पोती के काम सेफ्टी से ज्यादा आवश्यक हो गए, क्योंकि इसका हिसाब सीधे बोर्ड लेता था। जब #एक्सीडेंट हुए और हमने इस विसंगति को लगातार उजागर किया कि कैसे रेल की सेफ्टी सीधे प्रभावित हो रही है-भ्रष्टाचार बढ़ रहा है सो अलग।
ऐसे में रेलवे बोर्ड ने गतिशक्ति को मंडलों से अलग कर दिया। लेकिन तब भी इसे सीधे #कंस्ट्रक्शन को नहीं सौंपा। जब फिर समस्या उत्पन्न हुई—कन्नौज, चेरलापल्ली जैसे मामलों में—तो बोर्ड ने मंडल को फिर से यह जिम्मेदारी थमा दी।
इस पत्र को देखें। सारी समस्या की जड़ में क्वालिटी निर्णय न लेने की अक्षमता है, अर्थात गुणवत्तापूर्ण निर्णय नहीं लिए गए। अभी भी समय है, इसे ओपन लाइन कंस्ट्रक्शन को दिया जाए, जिसे निर्माण कार्यों का पर्याप्त अनुभव है। मंडलों का मुख्य काम ट्रेन ऑपरेशन है—एसेट मेंटेनेंस करना है—एसेट बनाना या बनवाना नहीं!

ABSS is one of the biggest scam, poor staff are toiling day and night they don’t have even basic facilities in their quarters but crores and crores of rupees are being spent on new station buildings. It’s total wastage and only corruption, passengers are being cheated in name of so called passenger amenities.
Approximately ₹350 crores is going to be spent on Amrit Station but most surprising aspect is passenger will get nothing out of it another 500 crore will be spent then those facilities can be inaugurated only.
It’s use will require further money. It is never ending loop of #corruption. It’s nexus of corrupt officers and shrewd contractors, ABSS is now Adbhut Bhaichara Scam Scheme and GSUs are Gajab Setting Upay.
