Terror of Unaccounted Vigilance, Part-I : “Paving Road to Perdition!”
What happens when honesty becomes self-sacrifice and the corrupt get rewarded, when hard-working ants get defeated at the hands of the galavanting #grasshopper? Ayn Rand in Atlas Shrugged answered the conundrum so well:

Poor #quality of decision-making is going to cast very long shadow on Indian Railways. The choices on expenditure shows what happens when #KhandelwalSense and #SatyakumarSense stands tall on #SudheerSense. This fired up #Corruption in #railways to levels which were expected to reduce when #Modi ji took over in 2014. Instead Ministers walked in to the trap and then sat in the lap of Khan Market Gang (#KMG) and All India Delhi Service (#AIDS).
Failure to act unleashed ‘safe’ corrupt practices of the very top of #RailwayBoard Vigilance, which we summed up as #Trimurti.
Our relentless pursuit on #corrupt-actors in #Vigilance Department, epitomised by the #Trimurti yielded some solid source information.
PM Sir Perhaps Ayn Rand has Described Indian Railways the Best
We have been asked why we are gunning for the Vigilance Department lately? They perhaps forget our articles when an honest, calm and composed #RSVirdi lost to the machinations of #ArunendraKumar and no one except for us, had courage to speak up. We faced harassment at the hands of #RanjeetSinha led #CBI in the last month of #UPA-II due to this.
No sir, we did not wake up today. But failure to act then on what was as clear as day led to what we are seeing today. Corruption has seeped to the levels that serving #PHODs and #DRMs are getting arrested. Bulk arrests, have stopped surprising, it shows pervasiveness of #Nexus of the #Corrupt. This only means that tentacles of #corruption have spread wide. Incidents have come from old and new zones alike from all corners of the network.
Question is why #CVC failed to act when likes of Arunendra Kumar used Vigilance to serve their personal career ambitions? This strengthened the #nexus of unscrupulous officers. Initially politician used musclemen and businessmen-later musclemen and businessmen became politicians. Similarly from being henchmen to the ambitious officers, vigilance officers then started using their power for their own personal financial and career ambitions. There seems to be protection granted to vigilance officers for their wrong decisions, but how can system go so wrong on its choices that, consistently, only honest get hounded and corrupt are free till CBI books them?
We have been exposing misdeeds of #RKJha and #RKRai since long. We Wrote about #AshokKumar and named the nexus as #Trimurti of vigilance.
In our recent article where we analysed, “IR’s own #Vyapam” and how action was taken only after we exposed the coverup: 18 Dec: “Raining Scams-Chicken Coming to Roost or Connivance Continues”, we mentioned how compromised Vigilance under #Trimurti acted. The modus operandi of overruling the General Managers and Board Members was exposed in bold manner by Shri #Shubhranshu, whose letter was shared by one of his admirer.
The #Trimurti forgot that these honest officers who have been hounded have a legion of silent officers who see them as heroes and role models. These officers having worked under such stalwarts do not get swayed by the false accusations and rally behind them. Many of these officers today are in #IRMS Level-16 and serving as PHODs, DRMs. They are true railwaymen and get pained by the machinations of #KMG and readily share the precedences and modus operandi with us, like this letter that Shri Shubhranshu wrote on 23.10.2023. It is matter of fact that this letter shook the system and the unchallenged czar of Railway Vigilance was dethroned a few days later.
Overlooked Advise of #Railwhispers
We demanded that the long delayed #AgreedList which was published a few days before by the disgraced #PED/Vig should be immediately reviewed.
28 Oct 2021: “Agreed List issued recently needs to be reviewed”. But #RailwayBoard remained unfazed. While celebrating vigilance week, extolling virtues of honesty, Railway Board failed to act when it mattered to protect honest officers unjustly hounded. This made system passive as honesty was no longer ignored, it was now punished.
Encouraged perhaps by the spirited fight by Shri Shubhranshu, we received a source information from an officer who passed on the record of some suspicious land deals of this PED/Vigilance/RlyBd. It appears he not only complained but also followed up vigorously with the CVC. The man who rode like colossus finally fell like pack of cards.
We are thankful to these officers for trusting us to share the list of PED/Vigilance’s land deals.
This is extract of the letter which gives summary of brazenness with which #RKJha worked – he hid his profession as government employee and did not report the transaction. All this while he was in Railway Board, leading the Vigilance Team of the Ministry of Railways. He perfected the art of using #AgreedList to exploit which was later followed by the two other Members of Trimurti gang to great effect.
Implication of Failure upon Failure
Did Mr #RKJha lose anything? No. He earned what he had to. He got promotions which he was entitled to. He just endured some inconvenience.
Mr R. K. Jha was ED/Vig/Civil from October, 2017 to December, 2018, thereafter he became PED/Vigilance till he was booted out in October, 2021.
As letter above clearly brings out and as borne out by subsequent facts, Shubhranshu was just being hounded for being inconvenient. Had he followed his natural career progression several of ministry’s decisions which are and continue to cost the country dear could have been avoided by superior application of mind. But, then men who worked were judged by men who never lifted their little finger. As #AynRand said, “laws didn’t protect the honest from dishonest, but protected the dishonest from the honest”.
Same can be said of officers like R. S. Virdi, the men of honour and poise.
Driving out such officers opened gates for irrational decision making for short term gains while closing options for future generation of officers.
However, the #protection afforded to Mr R. K. Jha just emboldened the other two members of Trimurti. Name of #IRSS officer regularly popped up as he expanded his tentacles using his men as CVOs and compromised officers in important positions. The result was for the world to see as serving PHODs of #stores department to serving Dy.HODs were arrested by CBI. No one cared to investigate the preponderance of arrests in stores department and the conspiracy angle which would have unearthed the model #SOP by #Advisor of #MR when he set-up #Transformation Directorate and also racket of protection by Railway Vigilance.
Failing to act in case of Mr Shubhranshu, Mr R. S. Virdi, and Mr A. K. Lahoti, modus operandi got proven and established-executive bosses can be easily overruled, CVC can be gamed, agreed lists can be issued bypassing just every check of sobriety – any officer can be fixed by poorly drafted charge sheets by officers who can not even compose one sentence with coherence as they never had worked on #tenders beyond small stationary procurement tenders.
This added fuel to the raging fire started by #SudheerSense inspired organisational restructuring which crippled Level-15 completely. False equivalence of services, of seniority meant upright civil engineers who had endured heat waves, floods and freezing cold to keep network safe and running finding difficult to work under IRSS general managers. Indian Army promotes nurses to officer ranks, but they can not take salute from officers of fighting arms who are junior in ranks. This is for a reason, which emotionally mature charlatans sworn to #SudheerSense could never understand.
If #Sudheersense laid path to perdition, #Trimurti paved it. Incidentally such #documentary-evidences has been routinely overlooked by Board vigilance in past even after sacking of R. K. Jha.
