NFR-IRCON: High Level Manipulation In TRC Tender, Part-3

In our earlier X-post and article, and efforts from September, 2022, we have addressed High Level #Manipulation in Tunnel Radio Communication (#TRC) Tender, on further investigation it was discovered that a Delhi based #Telecom (S&T) #Contractor is controlling all these tunnel tenders, to pocket each and every #TRC in their favour.

Reliable sources say, the #Contractor through his influences goes to the extent of threatening #Railway and #PSU officials to bend all the #Tender conditions in their favour, denial to do this is met with dire consequences and changing tender conditions which is possible as few of the #PSUs are fully control by this #agency sitting in Delhi.

Sources say, this is indicative in recent refloated #Tender No. #IRCON/2046/SIVOKRANGPO/SnT/TENDER/02/R] [2024_IRCON_205168_1 dated 16.08.2024, which has been published after enticing major changes, in definition of “SIMILAR NATURE OF WORKS” as well as “JOINT VENTURE CRITERIA” and many more such tender clauses to suit single PSU directly, which enable that contractor, to cartel along with PSU. The entire work of TRC are awarded to them in inflated rates.

#IRCON had been given complete #Engineering work of #SIVOK-#RANGPO section on “Nomination” basis by N. F. Railway and they must adhere to Indian Railways’ General Conditions of Contract (#GCC) clauses, and #specifications as laid down by #NFRailway technical team, who had meticulously prepared their requirement for quality implantation and commissioning of the project as per the site condition.

What is alarming is that #IRCON made changes which were against sanctity of #Railway-GCC, which is not a fare practice for #IndianRailways and efforts made by #NFRailway team. This #notorious careful planning is the outcome of the involvement of Delhi based Contractor so that it can gain #contracts at higher price directly or through a single eligible Railway Owned PSU, in hand-in-glove along with few of the Top Managed Officials.

It is also found that similar practice has been carried out earlier in Tunnel communication tender and thereby siphoning off huge public money.

THIS IS A HUGE LOSS OF GOVERNMENT AND PUBLIC REVENUE.

We are working hard to figure out the #modus-operandi of these agencies and will expose the same with all its associates of their innovative business mechanisms very soon.

After publishing a thread on X and an article by the #Railwhispers, though the #CMD/IRCON had withdrawn earlier Tender No. IRCON/2046/SIVOK-RANGPO/S&T/TENDER/02 Dated: 24.01.2024 which had several ambiguities and questionable clauses and conditions. It is again upon him (CMD/IRCON) to scrutinise the above-mentioned re-tender and make it a truly neutral global tender which would be fair for all and in all respects.

#Remember, In this manipulative process again and again of re-tendering the entire TRC project is getting delayed for more than ‘two’ years.

OUR sincere efforts are not against any railway or PSU officials, and or even any private agency or contractor, but we want to Highlight #Unfair-Practices and #Loot of #Public-Money. To be continued..
