The problem is not in Civil services or in departments or officers rather some where else and nobody can explain how this foolish surgery of merger can help Railways or so called Departmentalism?
Some are here for Empire building and doing so, they make sure. While I agree that Railways are having bad times it’s also true that the organization has been trying it’s best within the boundaries and rigid mindset of our government system.

Now Line function and staff function got mixed in Railways since Kothari Committee. Also at present 25 out of 27 Apex posts are with Technical Departments but then if still we are behind then we have to look last 10-15 years data and the answer is very apparent, that where exactly we have Departmentalism.
Infact, Departmentalism keyword was implanted by vested interests. Functional specialization is the need of hour, let’s have best quality lines, best quality signalling, appropriate locos speed 55 average hours and we wasting money to buy 200 kmph speed trainsets, when at every 10-20kms most trains have to stop at a station, it can never achieve high speed. Why we wasting money there?
Earnings and General department should decide priority of section to be electrified or doubled but it’s the other way around.
