Cadre Merger in Railways: The fence eating the crops!

The CRB doesn’t have the courage to conduct an open debate on the merger issue

The decision of merger will increase the infighting, rivalry and departmentalism many fold. Now FROA has also called for review. This singular decision will prove to be catastrophic for the morale of officers. It’s illegal, unfair, unnecessary and counterproductive.

How will an electrical officer manage corporate affairs? So they have started encroaching. They are new IAS of Indian Railways. They can do anything, anywhere, anytime by any means. Electrical Rocks ! The fence eating the crops !

Development of technology and using of technology are two different aspects. Now the technologies are user friendly. For using the computer, you need not be computer engineer. One should understand that technology is used for a purpose and is not an end in itself.

For example, a doctor using a CT scan, need not be knowing the design of CT scan machine. But he knows the use of the data received from CT scan and it’s interpretation for diagnosis purpose.

Technology has been an aid to his profession. Similarly there are many professions.. an economist, a transport expert, a HR manager, a finance manager, a filmmaker, a musician.. all of whom use technology.

So, technology assist one to achieve the best possible outcome in his field of work. Engineers do not have the qualifications for those fields. How engineers can replace these professionals, not understood.

Therefore, technology never can replace the jobs of Traffic, Accounts & Personnel (TAP) departments. However it can aid to perform in better ways.

Had technology been able to replace these departmental knowledge, then there would have been no doctor, no economist, no HR manager, no finance man, no logistic manager, no film maker, no historian, no music composer and think of any other discipline. Engineers will replace them!!!

Moreover, Railway is a transport organization and not a technology firm like WIPRO, Siemens or General Electric. Knowledge of transportation is required. That is why traffic officers should be driving force. They are for that purpose.

For being a transport specialist, you need not be engineer. A graduate in any discipline with above average IQ having certainty traits (this is ensured by UPSC) and adequately trained in this field can be good transport managers over a time. This is how this service is there!

Even the Train-18 on NDLS-SVDK route has not been liked by any passenger till now. I have not received a single positive review of the train. Infact, the words people use for the train after their journey, I even have respect for their creativity and further doubt on our engineers!
