Brazen manipulation in postings of senior officers by GMs & BMs

#Railwhispers have published about wholesale #manipulation by many railway officers and how they decide the place and post they want to hold. One such officer is #SureshKumarSapra a HAG/IRSE officer of #NorthernRailway.

Having spent almost entire career in Lucknow. He, as predicted became DRM/Lucknow.

After DRM tenure as predicted he became #CAO/#Construction-III, Northern Railway, Kashmiri Gate, Delhi.

As predicted he then got his post transferred to Lucknow by managing General Manager, Northern Railway on 8th March.

This brazen manipulation by Mr #Sapra raised many eyebrows.

Also #administrative-prudence of #GMNR is seen with #suspicion as this was beyond his administrative competence to change Head Quarters of SAG/HAG officers. Thanks to timely intervention of #CRB & #Member Infrastructure, on 28th March, he was made Chief Bridge Engineer (#CBE) Northern Railway.

With this, now Mr #Sapra can no longer manage and manipulate locally as #CBE post is a board appointee. This move signifies a welcome step towards #transparency and #fairness in the #system.

Earlier, there has also been an #arbitrary case of GM/#WesternRailway going beyond its #jurisdiction and granting #extension to a #SAG officer (#ADRM/Mumbai Central) and showing cadre-nepotism. If searched, many such cases will be found in different Zonal Railways.

These unauthorized attempts happen at the GM level because the #BoardMembers (#BMs) are incompetent or careless, no responsibility is assigned to them, and this also happens because just as Sapra managed the GM/NR, the #GMs also manages the #BMs to favour someone.

In the meantime #CRB has issued order that all #SAG and above #posting-orders in #RailwayBoard shall be by CRB office only-this shows lack of trust in #BMs, something #railwaymen must ponder about.

Until #rotation is strictly implemented, #manipulators like #Sapra, #Lochab, #Nakra, #Shamsi, #ManojKumar, #AshokKumar, #NaveenKumar, #ManishTiwari, #JitendraSingh etc. will continue to #manage the system, and qualified, hardworking and competent officers will be transfers here and there every 2-3 years. #AnupSatpathy is the latest example of this, who is transferred three times in a short period!
