Indian Railways: Rotation policy on transfer is become a joke

At last it is my endeavor to know why she is always around Kolkata for last more than 17 years and where is the existence of #rotation policy on #transfer!

Previously on dated 10.09.2023, I emailed on an issue which was published in your wisely documented and popular e-magazine Railwhispers.com on 11.09.2023 through heading “The Indian Railway’s reputation and the trust of its employees and the public are at stake, Part-3”.

In my statement it was ascribed in, Note: (ii) One more grievance for another HAG officer is pending in #CPGRAMS and it will be informed through email as soon as the reply is received.

Now I am opening up the curtain after receipt of #CPGRAMS disposal with documentary evidence.

I sought information under #RTI Act 2005 Vide RTI No. SERLY/R/E/22/00896, Dated: 21.06.2022 (copy enclosed) with a simple query “Q1. Please furnish the detailed postings in South Eastern Railway of Smt. Mahua Verma Mitra, #PCPO since date of appointment.” But #CPIO refused to furnish the information on 22.07.2022 under section 8(1)(j) of RTI Act 2005 (copy enclosed).

Later I registered 1st Appeal on 23.07.2022 vide no. SERLY/A/E/22/00161 and FAA didn’t provide any additional material but wrote a reply given by CPIO (copy enclosed).

Later on I lodged 2nd Appeal to #CIC on 14.08.2022 vide Diary No. 644348 (copy enclosed). The CIC hearing was scheduled on 11.05.2023 and I expressed my non-attendance due to personal reasons (copy enclosed).

#SERLY emailed a copy of desired reply on 09.05.2023 (copy enclosed) but during CIC hearing on 11.05.2023 attended official of SERLY told that the RTI information was furnished to me on 11.08.2022 and CIC made the decision (copy enclosed) accordingly.

Thereafter I submitted a link paper to CIC (copy enclosed) about the falsehood of an official of South Eastern Railway during CIC hearing on dated 11.05.2023.

From the above Para it is revealed that the information was once denied under section 8(1)(j) of RTI Act 2005 by the administration & later stealthy furnished through email on 09.05.2023 by false opinion in front of CIC.

Now the big question is why the information did not pertain to furnishing straight away first! Everyone may notice from the RTI information that Smt. Mahua Verma Mitra (#IRPS: 1991 Batch) since joining the Indian Railways, worked at Kolkata for 3 years 9 months from 09.03.1995 to 14.12.1998.

Later she transferred to Kharagpur (outside Kolkata) and worked in different designations for almost 7 years 6 months at a stretch from 15.12.1998 to 12.06.2006. Thereafter she all along posted at Kolkata in various designations for more than 17 years – without any break – from 23.06.2006 to till the date.

In this regard I addressed the matter on 23.06.2023 to #PMO through email: connect@mygov.nic.in (copy enclosed) but till date nothing in return was acknowledged from authority concern.

Thereafter I lodged a #CPRAMS grievance to AR&PG on 09.09.2023 vide no. DARPG/E/2023/0025161 which was disposed of on 17.10.2023 by SERLY with a remark of ‘Suggestion category’.

Later I lodged an appeal (No. MORLY/E/A/23/0006247, Dated: 17.10.2023) against the disposal which was also disposed on 17.10.2023 with remarks, “The PG filed by you falls under Suggestion category, as such the same is being closed” (Copy enclosed).

At last it is my endeavor to know why she is always around Kolkata for last more than 17 years and where is the existence of #rotation policy on #transfer! The reply may be with a competent authority who certified her inevitable person for railway based on Kolkata only.
