The result of the Meeting with DG/RPF with PCSCs & retired officers/staff
When the ATRs aren’t submitted in time by the concerned officers then how it can be expected that they will arrange and extend all the facilities and provide the infrastructure to retired or serving members of the force which was discussed in the meeting!
An online video conference meeting organised by the DG/RPF at Railway Board level with all the PCSCs of RPF/RPSF of all Zonal Railways on 20th July, 2022. Minutes of the same was issued on 26th July, 2022.
DIG/Estt. writes for most urgent Action taken reports (ATRs) and refers to the office letter of even no. dated 26.07.2022 on the instructions was sought for subsequent action at their end. But the same is still not submitted. DIG/Estt. wrote once again on 16th August, 2022 and requested all PCSCs to expedite the matter and submit ATRs by 18.08.2022, i.e. today.
Minutes of the VC meeting
At the outset of the meeting DIG/Establishment welcomed all the participants and explained the objective of the meeting. DG/RPF extended warm welcome to all the retired officers and staff of RPF who had assembled at various Zonal/Divisional headquarters for the purpose of the meeting.
Taking the conference forward all Zonal Railways along with their Divisions were invited one by one and subsequently an opportunity was given to the retired officers and staff to voice both their collective grievances as well as give the suggestions for system improvement.
PCSCs/DSCs were also encouraged to share the initiatives taken by them for the welfare of these retired officers/staff and also provide cogent suggestions.
Actionable points as directed by DG/RPF during the conference are as under:
a) PCSC/Zonal Railways to explore the feasibility of ear marking 2 rooms atleast in a barrack or any other facility for the purpose of accommodation of retired staff who visit the zones/divisions in connection with official work viz a viz court etc. – All PCSCs
b) A common grievance that came to notice after interaction with nearly all of the retired officers/staff present in the meeting was that no assistance is rendered to them whenever they visit central/divisional railway hospital. All PCSCs are advised to nominate a SO for assistance from retired personnel. Contact number of these nominated officers/staff may be circulated among these retired RPF staff – All PCSCs.
c) A welfare officer may be nominated both at the Zonal and Divisional level to extend every possible assistance to the retired RPF personnel including facilitating the issue of pass, medical assistance, accommodation in case of the official visits etc. – All PCSCs
d) The creation of WhatsApp Group comprising all the retired officers/staff may be done at Zonal and Divisional level. WhatsApp Groups so created may act as a platform for not only interaction but also list out the grievances being the timely and expeditious disposal with concerned PCSCs/SrDSC in a time bound manner – AlI PCSCs
e) RPF personnel who have retired from the service are equipped with enormous experience of field working and so the feasibility of utilising them for deliverance of lectures on various topics at various CTIs/ZTIs may be explored – All PCSCs, IG/Training
f) The retired RPF officers/staff are facing problems on generation of UMID card which is available only in online mode. The nominated officers shall extend help to retired personnel for processing the UMID card. Further the issue of accessibility to all the referral hospital available through CGHS and in cashless mode may be deliberated upon with DG/RHS. A note encompassing the proposal may be initiated – All PCSCs, DIG/Estt.
g) The issue of applicability of first class pass ‘A’ to all the ASCs who have not put in 3 years of regular service has to be examined – DIG/Estt.
h) Grant of MACP in the 6600 Grade pays uniformly to all the officers who have put in 30 years of service may be examined – DIR/RPF.
i) The matter of issue of I-Card with a specific mention of ‘Retired from RPF may be looked into. An in principle decision needs to be taken at RB – All PCSCs, DIG/Estt.
j) The task of compilation of the names, address and contact numbers of the retired officers and staff may be expedited by IG/RPSF. Further the Directory containing information viz name, address, contact number may be maintained till post level – IG/RPSF, All PCSCs.
k) Regular meetings preferable on a monthly basis may be conducted by which may be utilised as an effective platform to ensure disposal of grievances – All PCSCS, All DSCs.
l) Accommodation in the form of dormitory for the wards of the retired/serving RPF personnel in Kota was also raised. In the regard of a study group under chairmanship of Shri R.S.Chauhan, IG cum PCSC/BLW has been nominated whose mandate is to explore the possibility of having Holiday Homes at places of medical, tourists and educational interest. The same committee may also look into the issue of having a dormitory in Kota and open the facility to the wards of retired RPF personnel – DIR/RPF.
m) The issue of providing employment to the wards of retired officers/staff was also discussed. It is apprised that an MOU with ICICI Bank has been signed which entails imparting technical training in various fields like refrigeration, tractor mechanic, electrical and home appliance repair, paint application techniques, health aide, office administration, selling skills etc in 28 centres across India to the wards of serving RPF/RPSF personnel. The possibility of providing the similar type of training to the wards retired staff may be examined – DIG/Co-ord.
n) The creation of a grievance redressal module for the retired on the personnel lines similar to serving RPF personnel may be initiated soon, preferably within a fortnight – DIG/Proj/NR.
o) An SOP be prepared pertaining to Welfare Issues of retired personnel to ensure a system means of addressing matters engaging their attention – DIG/Estt.
The PCSCs should send the Action Taken Reports on the instructions mentioned above within 15 days of the receipt of this letter.
The closing remarks by DG/RPF emphasised upon the fact that retired RPF personnel are like the assets of the system & society, and also the older members of the family and ensured them that their grievances will be taken up and disposed on priority in accordance with the existing rules and provisions. The meeting ended with the vote of thanks by DIG/Estt.

All was well in the meeting, discussed in the well manner and the intention & concept of the DG/RPF is also very clear & sensitive for the welfare of all serving & retired officials of the force. But when the ATRs aren’t submitted in time by the concerned officers, then how it can be expected that they will arrange and extend all the facilities, and provide the proper infrastructure to retired or serving members of the force which were discussed in the meeting!
