The ECR SLT scam and the game of “Chandal Chaukadi”, they have made SLTs a money minting machine!

By misusing the powers with the help of another member of Chandal Chaukadi, they have made SLTs a money minting machine!

A core Member of “Chandal Chaukadi” who is CAO of Construction Organisation in East Central Railway (ECR) adopted all kinds of fraudulent methods by manipulating the set standard norms of Singal Limited Tenders (SLTs). And why he adopted this method anyone can understand the meaning in between the lines.

In just one year SLTs of hundreds of Crores by violating all norms. SLTs are called in rare cases where urgent works are to be done or the works which are specialized in nature and done in the rare cases. But here even the SLTs for renovation & repairing works, boundary wall works, pit line works, works of shed construction, works of construction of Running room, Construction of rest house, Supply of ballast, FOB construction, Construction of viaduct, earthwork, office building, side drains, construction of cut & cover adit, manufacturing of ballast, construction of bridges, etc.

As far as ‘Urgency’ is concerned, the completion time these works are in many months like 10 months, 12 months, 16 months, 18 months, etc. Even many contracts among these have been given many time extensions also. So ‘urgency’ one of the most important required condition of SLTs are used to earn commission as there are no urgencies at all to complete these works.

Construction of boundary wall, office building of NTPC by tender no. ECR-CAO-C-S-ETEN-SLT-07-22-23 valuing more than 17 Crores and 12 months time was awarded to a close contractor of CAO by falsifying the specialized nature and urgency of work. Even a child can understand that this type of work is not special and urgent.

Any contractor on the earth can do this work. It is a financial crime to call these works in SLT. Investigating authorities can find out that this work estimation is highly exaggerated to benefit the contractor by taking huge bribes. The same kind of work of almost Rs. 40 Crores by tender no. ECR-CAO-C-S-ETEN-SLT-83-21-22 at Koderma in Jharkahnd.

The members of this Chandal Chaukadi CAO/C/South and head of the finance department (PFA) have not only looted Central Government and public money but also cheated State Government income. In tender no. ECR-CAO-C-S-ETEN-SLT-29-22-23 the deadly duo called work for manufacturing of stone ballast to benefit the contractor of his caste to earn huge money at the cost of Railway and State Government.

The contractor has been given the free hand to exploit natural resources on Railway land belonging to Government, which are huge in volume but shown very less and also given money by Railway. It is a very big scam in which Central and State government suffered huge loss by giving huge volume of stone boulders for making ballast by showing less volume of stone boulders. In this crime, partnership of local mining bodies can not be ruled out.

For taking ballast SLTs were called by tender no. ECR-CAO-C-S-ETEN-SLT-62-21-22, which is also against practice.

To hide the corruption in previous cheap quality work, SLTs are given to contractors to earn commission. Tender no. ECR-CAO-C-S-ETEN-SLT-16-22-23 should be checked by reputed investigating bodies, corruption of crores of Rupees will come to light in the TORI-SHIVPUR Line. The fraudism can be seen from the type of work which has been manipulated to adjust his close contractor. It is against all norms of Railway and CVC.

A very common work of Earthwork, minor bridges, retaining wall of 50 Crores (tender no. ECR-CAO-C-S-ETEN-SLT-77-21-22) was given to their favorite contractor for a huge amount of commission. Time is given 15 months and nobody knows till when this work will go on.

The height of loot can be seen from type of works and estimation in tender nos. ECR-CAO-S-ETEN-SLT-50-21-22 and ECR-CAO-S-ETEN-SLT-61-21-22. Everything included in this work is very common to provide benefits to known contractors by CAO/C/South & Finance head. In tender no. ECR-CAO-S-ETEN-SLT-61-21-22, the amount was enhanced by Rs. 5 Crores by adding frivolous items, like road, boundary, etc.

Contractor of tender no. ECR-CAO-C-S-ETEN-SLT-68-21-22 of more than Rs. 12 crores at Chopan is close relative of one of the members of Chandal Chaukadi. All conditions and norms have been violated for him.

In work of tender no. ECR-CAO-C-S-ETEN-SLT-56-21-22 of Construction of Sand Hump and extension of bridge of Patliputra-Pahleja doubling line, huge fraud have done by increasing the amount of work by including false items causing loss of Crores of Rupees to earn money.

The dare of this Chandal Chaukadi is clear from the fact that repair of just 3 rooms is given to the favorite contractor for Rs. 60 lakh (Tender no. ECR-CAO-C-S-ETEN-SLT-72-21-22). With this amount a 3 BHK new flat can be purchased.

It is said that the members of Chandal Chaukadi have put Crores of Rupees of money in Benami transactions. Whatever is happening in the name of Caste, juniors of the caste of Chandal Chaukadi are enjoying special status and their superiors are always in danger of being replaced or framed in false cases. Because of this name ECR has become EK CASTE RAILWAY just like NWR is ‘Meena Railway’ and once upon a time NER was ‘Lala Railway and so on.

Earlier the rule was up to Rs. 7.5 crore, CAO/Con was fully empowered, after that each and every SLT were needed personal approval of the GM. In 2018, the rule was changed, now CAO/Con is fully empowered to make any number of SLTs. The GM is sitting and meeting 2-3 times a day on or off line with both of these members and doesn’t ask anything about the innumerable SLTs. The question arises how is it possible that the GM/ECR is unknown of all these manipulations and corrupt activities? To ask about, when #Railwhispers called the GM/ECR Anupam Sharma, he has not responded to the call as usual.

As per reliable sources, these two members of Chandal Chaukadi have the political support and that is well known to all in Railway circle. He said, “the money minting by these type of corrupt working and looting public exchequer, reaches to higher ups, local politicians and upto the Railway Board. If it is true, please accept & announce openly and go ahead. If it’s not true, please denie, and order enquiry, and case should be referred to the CBI and ED by the Ministry of Railways (Railway Board) with approval of Minister for Railways”.

When asked by the #Railwhispers, in ECR HQs Hajipur and the Construction office at Mahendru Ghat, Patna, not a single officer found who made a single sentence in favour of any of the member of Chandal Chaukadi but they categorically demanded and said that immediately shunt out all of them.

When #Railwhispers called on official mobile no. and asked the opinion about all above activities, the CAO/C/South/ECR Dinesh Singh first said that, “he does not talk such issues on phone” and following this he completely misinterpreted that the call was from Rail Mantralay, then he said, “why are you defaming Rail Minister”. It was immediately clarified to him that this call is from #Railwhispers and not from rail mantralaya. On hearing this, he immediately cut the call.

The Railway Minister Ashwini Vaishnaw should take serious cognizance of this reply of CAO/Con/South, ECR Dinesh Singh, who himself defamed his name and is involved in manipulations, corruption and castism that instead of giving a direct answer or clarifying his side, he cunningly brought in Railway Minister's name and diverted from the subject and the question both.

ECR cases are open cases for every agency made to contain corruption, whether CBI, ED, CVC or administrative head, and also a litmus test checker to check the honesty and honest commitment of the people sitting at the helms of affairs, which includes not only Minister for Railways (MR) Ashwini Vaishnaw but also people attached with him.
