One of the Construction Unit of ECR is become “money minting machine” for senior officials, contractors & politicians!

A group of PHODs of different departments, known as “Chandal Chaukadi”, belonging to the same caste working in close coordination with the local CBI unit to harm and implicate officers & staff who replaced their caste people anytime!

East Central Railway (ECR) is being run by caucas of “Chandal Chaukadi”. A group of PHODs of the same caste  belonging to different departments have formed a combination of deadly four and can go to any extent to harm any other caste officers & employees.

All four have deep roots in ECR and have been continuing here for a long time. All of them are exercising absolute discretion in their departments without any fear. They are exercising absolute fiefdom in awarding of contracts, selections and transfers and postings of their departments.

Even subordinate staff belonging to their caste are given a free hand to earn money and posting at place of choice. They are very well connected locally & politically. If GM has any problem with any of them, they use their influence to target GM, because he is completely incompetent to handle the situation sitting in the present post.

Anupam Sharma, GM/ECR, The standard recognition & general public perception is, “if the river of corruption is flowing openly in front of you, and you are not able to control, then either you are incompetent/incapable or one of the beneficiaries of the same!”

It is also being said that the recent case of arrest of three traffic officers is the mastermind of this Chandal Chaukadi in connivance with the local unit of CBI. Even SDGM/ECR dare to take any action against despite numerous complaints, said reliable sources.

A shrewd member of Chandal Chaukadi, who is working as CAO in one of the Construction Unit of ECR has awarded numerous SLTs of more than Rs. 270 Crores in just one year by violating all the norms, rules and laws fixed by Parliament, CVC, CAG and Railway Board on the issue of SLT.

He has distributed these SLTs like toffee among his caste contractors, contractors associated in his misdeeds, and his kith & kin. This is continuing without any abatement. For every routine matters, SLTs were called by this CAO.

It is a wonder in the history of Railway that such a huge number of SLTs of more than 270 Crores has been done by a CAO in such a short duration. Many SLTs have also been done for repairing of recently completed works just to hide the corruption involved in these works.

Almost all SLTs have been awarded at higher rates by taking huge bribes to the contractors of his caste, contractors associated in his misdeeds and his kith & kin. In all these cases there would have been very low rates if had been called as open tenders.

In Indian Railways, a work of Boundary Wall, Building Works and General nature of works have never been taken up under SLTs but this CAO dared to do all such things and it is still continuing. The officers who dare to oppose are transferred and threatened to be implicated in false cases.

In SLT work of sand hump & bridge extension of Pataliputra-Pahleja, a bill of crores of rupees were paid illegally to the agency. For giving SLT Contract to the near & dear contractors, all rules of Parliament, CVC, CAG and Railway Board have been kept aside as this CAO speaks that all the officials sitting in Railway Board and Zonal Vigilance are paid by him to keep their mouth shut.

A junior officer of an important department working under this CAO, who is of his caste has grabbed this opportunity to the fullest and has used this kith and kin contact to loot the money by getting his son involved as petty contractor.

In fact the contactor who gives this fellow a petty contact basically grabs a contract for this fellow only. By doing so, this junior officer with the hand of CAO has managed to earn huge property in Crores.

Rasookh (Influence & Power) of this junior officer can be imagined that the higher officers are even afraid as he belongs to the caste of “Chandal Chaukadi” of ECR.

In the Construction Unit-South of ECR, SLT is being distributed as ‘jagir’ in older days. CAO of this Unit himself a mastermind with the Mafia partnerships of PFA, with the blessings of a powerful politician is acting as dictator and became a law himself, Railway interest is not in his distant dreams. He made this Construction Unit of ECR a “money minting machine” and obliged senior officials and other politicians.

In few cases where SLT could not have been awarded to firms belonging to his caste given to others in lieu of hefty commission and interestingly the work of those SLT being carried out by sons and wards of his caste fellow officers, one junior officer of his caste in an important department managed such petty contracts for his son with the intervention of Chandal chaukadi.

In SLT related to Pataliputra-Pahleja doubling line a work of one crore had been increased to four times on flimsy grounds and bogus bills have been passed. In one SLT when contractor had quoted high price could not commit the desirable amount of bribe, the same was cancelled and open tender was floated and lower price has been received.

In one case of important line, Koderma-Giridih line alignment was changed to benefit a contractor and railway lost 40 crore, and many unnecessary work are being done through SLT. That special CAO earned 12-15 crore approximately as commission? Whereas the other section/unit of CAO there is no SLT for these kind of works are being done. “Chandal Chaukadi can go to any extent to protect its cunning members”, reliable sources said.

“CAO is doing all these in the partnership of PFA. In fact each other presence has emboldened each other’s corruption and mafia activities. In fact most of the officers and staffs have the feeling that these two have patronization from top level otherwise nobody dares to take System at ransom like this. And this is being substantiated by the fact that inspite of numerous feedbacks and complaints these Mafia PHODs are thriving and surviving”, sources said.

He says, “Inspite of this level of corruption unearthed in ECR, the main culprit PHOD is still on post is testimony of direct payronization to the king pins from the top. Otherwise howcome a head of the organisation can be spared, undet whom patronization all corruption is thriving?”

Main requirements are rationalization in posting of officers (BOs) as well, said some officers who do not want to be named.

For example in ECR:

1. In the Personal branch: some officers (2011 Batch) are yet to go division and some officers are going from one division to other division.

2. In the Accounts branch: some officers are going from one division to another division. In some cases even after one year some officers are sent from smaller to bigger divisions.

3. In the Traffic branch: some officers are yet to get a posting of BO but their juniors got the division long ago.

Accounts department:

One Dy FA&CAO of SG rank was posted by PHOD without any work from last one year. The reason is best known to the PHOD however that planning was done to place his own cast officers in stores tender.

Personal department:

1. Ajit Kumar, IRPS in division since 2015-16 (first Sonepur-2+ years, Mugalsarai 4.5 years, and talk is now that he’s going Dhanbad very shortly.

2. Shivani narayan, IRPS-2012 went for deputation as she was not considered for division even working 4 years in ECR HQs.

3. Vivek Kumar, IRPS-2011 is in ECR since last 4 years and yet to get division.

4. Ashok, IRPS-2011 went back to back division from Sonepur to Danapur.

5. Two out of 5 divisions are manned by group ‘B’ officers.

6. In Sonpur Division a senior scale officer of group ‘B’ cadre is made BO.

As per reliable sources, in ECR almost all the postings of the branch officers are caste based, and cost of the same is between 10 to 15 lakh each with regular ‘Seva-Pani’ and that too very smartly. To Be Continue…
