DG/RDSO pressurising PED/RS to write the tutored report in favour of PU Foam

Removal of FST properties from the acceptance tests is another big scam

In the backdrop of numerous complaints with regard to use of toxic PU Foam in seats and berths of coaches, Railway Board has constituted a Committee to examine and evaluate the different types of cushioning Foams and submit their recommendations.

PED/RS/RDSO Mr Gopal Kumar is the Convener and Chairman of this committee. Committee is yet to submit their report.

In the meanwhile, it is learnt from the reliable sources that lobbyists of PU Foam lobby met DG/RDSO to further the “mutual interests” of each other.

Sources say, After this meeting, DG/RDSO has virtually assumed the role of a middleman and has started pressurising and threatening Gopal Kumar to write the tutored report in favor of PU Foam.

He has even threatened him to fall in line else he will make his life miserable by framing him in multiple allegations and vigilance cases.

As per sources, DG/RDSO basically wants to use the shoulders of his subordinate officer (PED/RS Mr Gopal Kumar) to fire his gun without any responsibility and accountability.

It’s a classic case of abuse of ‘Authority’ without any accountability.

The role of DG/RDSO for exerting undue and unauthorized interference / pressure, and that too, without any responsibility should be thoroughly need to investigated.

As per information from the reliable sources, actually, immediately after joining, DG/RDSO had ordered to shelve the files related to setting up of Fire Testing Lab in RDSO. This is because he was hand in glove with those vendors who wanted to continue to supply the substandard fire prone items without undergoing Fire properties tests.

Sources say, this is because fire retardant resin is one of the costliest raw material components in manufacturing the Fire prone products used in coaches, which suppliers tend to avoid for maximizing their profit.

However, fortunately DG/RDSO could not succeed because of intervention of CRB & CEO Railway Board, who in a meeting held on 08.01.2022, started enquiring about it as to why Fire lab is not set up.

On further enquiry by CRB, DG/RDSO blindly informed him that tenders have been issued. But it was a big lie. Because no tenders were issued at that time. Even fictitious tender opening date was given to the CRB by the DG/RDSO, informed the sources. The actual Tenders were issued thereafter.

Sources even claimed, these facts are very verifiable and must be verified. Once that is done, truth will be known to everyone.

Removal of Fire, Smoke and Toxicity (FST) properties from the acceptance tests is another big scam. In the past, whenever coaches were caught in fire accidents, most of the time, it was found that fire emanated from Fiber Reinforced Plastic (FRP) items be it lavatory module or dustbin etc and further aggravated due to toxic and poisonous gases emanated from Foam used in seats and berths.

However, despite these all the known facts, FST properties are removed from acceptance tests under the pressure from private vendors.

In the result, all such materials are being supplied without any FST tests and thus putting the passengers life to great risk.

In the above context, #Railwhispers called DG/RDSO Mr Sanjeev Bhutani many times for his opinion on his roll and behaviour in this regard, but he has not responded the calls.

PED/RS/RDSO Mr Gopal Kumar was also called, but he has simply denied and said that he is an independent authority and he will write his report as per committee member’s opinion and other outcomes, he refused further comments.
