Railway Board issued direction for one month long safety drive
GMs should inspect at least one section in each division
In the view of the recent accidents/unusuals over Indian Railways, Safety Directorate of Railway Board issued 23 directions regarding safety with the approval of Chairman/CEO/Railway Board for one month long safety drive to GMs/DRMs of all Zonal Railways including Konkan Railway and Dedicated Freight Corridor Corporation on 25.01.2022.
As per PED/Safety/Railway Board letter no. 2022/SAFETY-I/3/2, In view of the recent accidents/unusuals over Indian Railways, it has been decided that a month long thorough field safety drive to remove any gaps in maintenance of fixed assets, locomotives and rolling stocks, conformance to procedures and human factors & training, should be launched immediately.
Special emphasis to be given to the following aspects –
1. All officers in headquarters and the divisions to carryout thorough inspections and ensure corrections in deficiencies found during inspections within the drive period and initiate action for longer term corrctives.
2. All sections of each division to be inspected by DRMs covering most busy routs first. Proper functioning of systems and general health of assets must be verified.
3. Concerned Mechanical and Electrical officers HQs to inspect all ROH & sheds, POH workshops, loco sheds, train examination depots to audit quality of work, ensure that no safety system is bypassed. Safety measurement and check records are properly maintained. Fire protection measures, undergear and bogie areas to be given special focus.
4. Civil Engineering officers including from HQs should be deputed to inspect all major bridges to verify that all structural maintenance schedules are being done in time, condition of track, no missing fasteners and observance of track related precautions at bridge approaches.
5. Civil Engineering officers including from HQs must trolly, verify quality of USFD tests and practices of track welding.
6. Organising of safety seminars and departmental skill seminars at training centres and also work places/lobbies to be ensured by respective officers at divisional level and verified by inspecting officials from headquarters.
7. Regular mandated petrolling of all tracks must be ensured and any gaps must be removed. Same should be monitored on daily basis for corrective actions.
8. Instructions for proper joggling of welded joint must be followed and any irregularity or non-standard practise must be stopped. This may be verified during trolly inspections.
9. S&T officers must inspect and verify all major RRIs, major station signaling installations including relay rooms and sample checking of points equipment and ensure proper use of data logger information. It must be ensured that no short cut practices are being followed.
10. Point and crossing deficiency removal must be ensured during the drive period.
11. OHE maintenance practices to be audited. Maintenance with proper blocks as prescribed.
12. Use of trolleys, motor trolleys, tower wagons and track machines as per the prescribed rules.
13. 100% counselling of all crew to follow signal aspect, speed restrictions, brake feel test as prescribed and exchange alright signals with stations, gate and guard without fail.
14. Quality of rolling in and rolling out examination to be ensured.
15. Gate, station and rolling in staff to be encouraged to be vigilant and rewarded. System of attending to any abnormality noted by any of these front staff including train crew must be acted rigidly and recorded.
16. LIs and TIs to conduct shunting practices audit in each yard which should be test checked by Jr. Scale / Sr. Scale officers to ensure elimination of all shortcuts.
17. Station working practices and updated status of SWRs, loading and unloading practices at goods sheds must be verified during inspections by respective departments.
18. Every day during the period of drive, each major section of each division must be under night foot plate inspect by an officer.
19. Work site protection must be ensured. All worksites close to running lines must be inspected regularly and not left to the work agencies.
20. At least one HQ officer must be on inspection on each day during the drive in each division.
21. GMs should inspect at least one section in each division.
22. A Board officers must visit one division each during the drive.
23. All actions to ensure safety to be taken immediately.
Railway Board also instructed to all Zonal Railways that the suitable follow up action should be taken on all deficiencies and irregularities noted during the drive. The results of the drive should be sent to Board by 28th February, 2022, apart from sending hard copy, the report should invariably be uploaded on SMDMS both in PDF and MS WORD document, may also be emailed at kankheria.1011@gov.in(.)
