All the PHODs should ensure that their promoted supervisors should see rotation

While the railway awaits the arrival of #UPSC-recruited #direct-officers in sufficient numbers, it is crucial to place #promoted-supervisors appropriately to facilitate their development into officers in different divisions and zones.
It is observed that several departments have posted their newly promoted #supervisors to their parent division where they have spent their entire careers as supervisors. This type of #placement severely impacts their ability to perform their roles.
Consequently, their senior colleagues who did not pass departmental examinations are immediately placed under their supervision which is detrimental to both parties.
It is important that all #PHODs should ensure that their promoted supervisors should see #rotation.
A senior operating supervisor confirmed that, as in previous times, Traffic Inspectors (#TIs) are being promoted to Assistant Scale within the same division immediately after their promotion.
The input also highlighted significant conflict of interest and unethical behaviour by an immoral #PCOM, Central Railway who made substantial changes in operating and commercial fully aware of his impending transfer.
This includes promoting supervisors to Assistant Scale to Senior Scale in Pune and retaining another Mumbai supervisor despite granting #JAG in Mumbai-mocking principle of rotation.
What is shocking is that he has utter disregard for direct officers completing their tenure or getting timely promotions—severely demoralising young #IRTS officers.
It is also alleged that he continues to process transfers & postings, and some of senior scale promotions even after his orders of transfer. This, input has described as unethical.
The #Minister for Railways and #PMO must take note of this #abuse of the system. #PHOD is aware that even the post of GM is being managed by a junior officer.
