Essentially, the judge’s observation points to #nexus which can only blossom due to lack of #rotation in roles and geographies.
The utter failure of Ministry of Railways in rotating has cemented these extortive-networks. Lakhs of crores invested in such stagnant pond has led to a situation that youngest of officers to serving #DRMs, serving #PHODs are being trapped.
This lack of #rotation has further advesrely impacted #Railway-Safety. When officers cannot be rotated, how can their #sewadal members be?
#Corrupt-Network of compromised #supervisors then spin impenetrable web around key posts. There is no alternative to #rotation.
#House-retention policy for #DRMs, #GMs, #Members, #CRBs has given institutional cement for #corrupt-nexus. So-called imaandaar CRBs indulged in wanton self seek by permitting their children avail direct benefits of crores of rupees by this policy.
