It is time to review #Policy of creation of smaller Railway Zones. One of the reasons why #Railway is proving highly resistant to change and improve its #passenger responsiveness on sustainable basis is attributed to creation of more monitoring levels one very same operating level.
Creation of smaller #Zones is antithetical to the basic norms of #management and #administration. In process more interchanges have been created, more administrative centres have been created. Whereas, the proliferation of IT has removed need of smaller zones completely.
Not just the zones became smaller, the #SAG element in each Department ballooned. This inverted the #Pyramid. In interest of #Safety, service to the nation, a #Commission must be immediately appointed and tasked with the arrival of optimal number of zones.
It is also a mistake to restore all the services. #Stores and #Personnel services have historically run as ex-cadre services. We have already seen how the #PHODs of personnel department are more than 10 years junior than other PHODs.
Even the #PHODs of #Traffic/#Commercial department are also more than 5 years junior than other PHODs. How they maintain the decorum?
Experts say, #Stores and #Personnel Services need to be merged with other services and #Government of India should take a decision to give surplus officers to other departments and state governments.
Experts also said that it is extremely important to apply highest levels of #ethical-standards on the 70 odd #DRMs. Those who have spent more than 15 years in a Metro Cities should be automatically debarred from #DRMship.
Also, #DRMs should be posted to outside zones of their current posting and should not be posted at the same zone where they served as DRMs. This will give them moral standing to implement #rotation, they said.
It is good that Government of India is seeing merit in reviewing its decisions. It is hence important to identify why these #wrong-decisions were taken. No #vendor wants officers who are #experts in their subject. Such upright officers in #RDSO is seen as troublesome.
It was perhaps with this intention that there was concerted attempt to break morale of #RDSO and give free run to the #vendors. The thinking that #RDSO officers are drag on development of the railways is wrong narrative.
At the same time, it is important to note that posting at #RDSO slipped in hands of powerful #cartels and #vendors. If zero-tolerance for #corruption is to be exercised, one has to break the transfer/posting nexus.
Starting point can be #DRMs. These officers can be agents of change. Use them to implement #rotation.
#Pamban-bridge fiasco comes from bravado of officers who wanted to move fast. #Accidents in #SouthernRailway is indicative of this adventurism which is fuelled by naked ambition.
#Zero-tolerance in #Safety is empty slogan if even #SPAD of Rajdhani and midsection #collisions can be brushed under the carpet.
#Zero-tolerance for #Corruption is an empty slogan if #RailwayBoard is powerless before officers doing business on #IREPS. Inability to act raises serious doubts on intentions and commitment of the 2nd & 3rd Floor of #RailBhawan on Corruption.
#Safety and #Corruption-zero tolerance needs to be demonstrated. #GeneralManagers openly extolling officers who brush serious #accidents under the carpet send very dangerous message.
