Dishonest and corrupt practices is being follow in RLDA for awarding PMC Services
This is a very adhoc and arbitary way of selecting bidders and it is in contravention with the transparency policy of the Indian Railways as well as it defies the guidelines of the CVC
It has come to our knowledge that #dishonest, and #corrupt practices is being fallow in Rail Land Development Authority (#RLDA) for Awarding Project Management Consultancy (#PMC) Services for example in the fallowing tenders of the RLDA:-
- Tender Number: RLDA/RFP/CT-10 of 2024, Site Name: #Gurgaon Railway Station
- Tender Number: RLDA/RFP/CT-23 of 2023, Site Name: #Ahmedabad Railway Station
- Tender Number: RLDA/RFP/CT-04 of 2023, Site Name: Chhatrapati Shivaji Maharaj Terminus Station (#CSMT)
- Tender Number: SITCO/HQ/Surat MMTH/2024, Site Name: Multimodal Transportation Hub in #Surat
After opening of the #technical bids the respective bidders/ participated were called in the RLDA office in the name of presentation while the actual intention was to deal with the bidders and to enable RLDA Officers to select tenderers in an #adhoc and #arbitrary way misusing the provisions of “#GRF-rule 192 relating to:- Quality and Cost Based Selection (#QCBS)” marks.
The marks allotted by the officers of the RLDA including GM/IT and GM/Tender, and respective GM/CPM Projects for evaluation has done in an opaque way.
The marks allotted to the respective #bidders during the selection process was not displayed on the RLDA tendering website before opening of the #financial bids.
This was deliberately done to favour #bidders who were Blue Eyed boys of the RLDA officers and had committed to do something after award of tenders.
This is a very adhoc and arbitary way of selecting bidders and it is in contravention with the transparency policy of the #IndianRailways as well as it defies the guidelines of the Central Vigilance Commission (#CVC), all the officers up to Vice chancellor RLDA involved in the process are liable to be taken under the #DAR rules besides being the matter investigated by the highest central agency.
Sources say, recently while awarding the #PMC tender of Gurgaon railway station one of bidders in the name of “#Sistra” has raised the issues with the highest authority of RLDA.
Reliable sources also say that RLDA has recently issued an internal note on the complaint of the said company, but has not started implementing it. Besides this, he also says that the rules mentioned in the said note were in existence even at the time of favouritism and fraud in the above four tenders. So, by issuing this show-off note, will they be absolved of the sins committed in it?
